Job summary

The Maryland Department of the Environment seeks a Division Chief, Regulatory and Compliance Engineer Supervisor to oversee the Vehicle Emissions Inspection Program (VEIP). You will direct VEIP design, QA activities, data analysis, regulatory compliance, and audits of testing technicians and facilities while managing a team of skilled professionals.

Qualified candidates hold a Bachelor's degree in engineering or architecture with relevant engineering experience, plus leadership capabilities.

• Four years of engineering/architectural experience in pollution control, waste remediation, environmental protection, or public health and safety for regulatory/quality compliance

Main Purpose of Job

The incumbent in this position will serve as the Division Chief. Regulatory and Compliance Engineer Supervisor will provide oversight and direction for this position. The incumbent in this position will be responsible for the implementation and oversight of the Program’s activities related to the Vehicle Emissions Inspection Program (VEIP), including VEIP design and quality assurance activities, data analysis, compliance with regulatory requirements, certification and auditing of testing and repair technicians and facilities, and auditing of testing equipment at State stations and private facilities. The incumbent will also be responsible for administrative activities of the Division and the direct and indirect supervision of skilled and professional employees assigned to the Division.

Minimum Qualifications

• Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
• Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.

• Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education.
• Candidates may substitute the possession of a Master's degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
• Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.
• Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

Desired Or Preferred Qualifications

• At least two years’ experience with State Inspection and Maintenance (I/M) Programs.
• At least one year experience in leading and or coordinating personnel.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
