Job summary

Maryland Department of the Environment is seeking a Division Chief to oversee the Vehicle Emissions Inspection Program (VEIP), ensure regulatory compliance, and supervise staff within the Division. The role includes design, QA, data analysis, and auditing of testing and repair facilities and equipment.

The position requires a Bachelor's degree in engineering or architecture and at least four years of related engineering or architectural experience, with various substitution options noted.

Qualifications

• Bachelor's degree in engineering or architecture from an accredited college or university.
• Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
• Possibility to substitute education with 20 credit hours in engineering and two years of related work experience.
• Possibility to substitute a Master’s degree for up to one year of required experience.
• Possibility to substitute a PE/RA license for education and one year of experience.
• Possibility to substitute military engineering experience on a year-for-year basis.

Responsibilities

• The incumbent will serve as the Division Chief and oversee the VEIP program activities including design, QA, data analysis, regulatory compliance, certification and auditing of testing and repair technicians and facilities, and auditing of testing equipment at state stations and private facilities.
• Provide administrative leadership and supervise skilled and professional employees within the Division.

Main Purpose of Job

The incumbent in this position will serve as the Division Chief. Regulatory and Compliance Engineer Supervisor will provide oversight and direction for this position. The incumbent in this position will be responsible for the implementation and oversight of the Program’s activities related to the Vehicle Emissions Inspection Program (VEIP), including VEIP design and quality assurance activities, data analysis, compliance with regulatory requirements, certification and auditing of testing and repair technicians and facilities, and auditing of testing equipment at State stations and private facilities. The incumbent will also be responsible for administrative activities of the Division and the direct and indirect supervision of skilled and professional employees assigned to the Division.

MINIMUM QUALIFICATIONS

• Education: A Bachelor's degree in engineering or architecture from an accredited college or university.
• Experience: Four years of engineering or architectural experience in pollution control, waste remediation, resource conservation, environmental protection, or public health and safety to ensure regulatory or quality compliance with engineering or architectural standards, practices, principles and methods.
• Notes: 1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university with at least 20 credit hours in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or a related area for the required education.
• 2. Candidates may substitute the possession of a Master’s degree in engineering or architecture from an accredited college or university for up to one year of the required experience.
• 3. Candidates may substitute the possession of a current Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the required education and one year of the required experience.
• 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

• It is preferred that the selected candidate has the following qualifications:
• At least two years’ experience with State Inspection and Maintenance (I/M) Programs.
• At least one year experience in leading and or coordinating personnel.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached.
