Main Purpose of Job
The Land and Materials Administration is hiring for three Environmental Compliance Specialist I positions.� The Environmental Compliance I will performfield inspections for environmental regulatory compliance as the Lead PoisoningPrevention Program's full performance level employee. The�incumbents in this position will inspect regulated facilities, mainlyresidential rental properties, and lead-abatement construction projectsthroughout the State to ensure compliance with current Maryland State laws,federal regulations, and local orders. This may include compliance withChildcare Administration environmental regulations, hazardous wasteregulations, airborne particulate regulations, water pollution controlregulations, regulations for the control of ionizing radiation, Toxic SubstancesControl Act and Safe Water Drinking Act regulations. The incumbent will alsoprovide technical, evaluative, consultative, and professional assistanceconcerning lead hazards and associated multi-media regulations to State, localand private agencies as well as the public at large. Prevention, control,evaluation, and oversight of projects related to remediation of environmentallead hazards are emphasized.The working conditions of this position involve exposure to uncomfortable orunpleasant surroundings. Field inspections are conducted at construction sitesthroughout the State or assigned area and in all weather conditions,predominantly in urban settings in properties in various stages of repair.Position involves exposure to hazardous conditions which may result in injury. Potentialexposure to low levels of radiation since instruments used to test lead paintare equipped with radioactive sources. Exposure to asbestos is possibleasbestos may be disturbed during lead abatement projects. The work involvesspecial physical demands such as lifting 50 pounds or more, climbing ladders,etc. Inspections at concentration projects, Commercial and public buildings may� require climbing ladders. This position alsorequires the use of protective equipment such as goggles, gloves, masks, etc.during site visits.�The incumbent in this position will be requiredto�drive�a State vehicle. If you maintain anout-of-state�driving�license, you must provide a certified copy ofyour�driving�record from the appropriate Motor Vehicle Administrationat the time of appointment. Individuals must maintain a�driver's licensewith no more than 5 points on their�driving�record in orderto�drive�a State vehicle.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.Notes:1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental�engineering, biology, chemistry, agronomy, forestry or other�related discipline and two years of experience performing�inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required�experience.2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.3.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. 2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
