Job description

STV is growing and has an immediate opening for a highly motivated environmental professional looking to expand as an Environmental Assistant Project Manager/ Lead Biologist. Location is flexible – any of our Texas office locations.

In this role you will have the opportunity to manage and support preparation of a variety of National Environmental Policy Act (NEPA) environmental documents and will work closely with our Environmental Planning & Permitting and Engineering teams to make a significant impact on the communities we serve.

Environmental Project Manager Responsibilities

  • Responsible for planning and managing all aspects of small projects and supporting larger environmental projects and processes (i.e. technical studies and NEPA CEs and EAs).
  • Assists public and private clients with agency permits.
  • Defines the level of environmental analysis required. Independently coordinates the work of professional staff on projects.
  • Guide and mentor junior staff
  • Establish and maintains client relations, and is involved with marketing, proposal development, preparation of scopes and fees, and document production.
  • Participate in reviews with various governing agencies for compliance. Lead preparation for and participates in public meetings and hearings.
  • Serves as a technical resource and assigns work to other staff and coordinates workload throughout project development to complete documents on schedule.
  • Authors and reviews state and federal permit applications for agencies such as USFWS, USACE, TPWD, etc.
  • May include field work to lead wetland delineations or other studies such as habitat assessments. Some travel may be required.
  • Serve as team’s technical expert for biological and water resource concerns (Section 404 jurisdiction, level of needed coordination, etc.)
  • Track financial aspects of projects. Coordinate and adjust the workload effort with the internal team and subconsultants to ensure that work is completed within the parameters of the agreed to schedule.
  • Work with the Department Manager and other Senior PMs for project reviews and with company management on an as needed basis.
  • Stays up to date on changing regulatory laws and practices

Mandatory Qualifications

  • Bachelor’s in environmental sciences, wildlife management, transportation planning, biology, environmental planning or similar discipline
  • Minimum 5 years of experiencewith NEPA documentation for transportation projects and permitting
  • Practical knowledge and experience with environmental regulations: Section 106 of the National Historic Preservation Act, Section 7 of the Endangered Species Act, Environmental Justice, Section 404 of the Clean Water Act, and others
  • NEPA CEs, EA's,and TxDOT experience
  • Expertise in water or biological resources (wetlands delineation, threatened/endangered species)
  • Has served as the primary author of Section 404/10 permits
  • Has contributed to documentation for either formal or informal USFWS consultation
  • Experience coordinating with USACE as the Authorized Agent for permit applications
  • Competence in Microsoft Word, Excel and PowerPoint
  • Strong environmental writing and communication skills
  • Strong conceptual organizational problem solving and research abilities
  • Ability to work independently and as part of a team

Preferred Qualifications

  • Master’s degree in one of the environmental fields
  • Permit holder for listed species
  • GIS experience
  • PWS or CWB Certifications
  • TxDOT environmental pre-certifications
  • Has authored at least six Section 404/10 Permits,
  • Has authored at least one USACE Section 404/10 Standard Permit
  • Has authored at least one Biological Evaluation or Assessment, for which USFWS concurrence or biological opinion has been issued

Compensation Range:

$72,290.42 - $96,387.22
