Job summary

Terracon is seeking an experienced Senior EHP Program Manager to lead our nationwide EHP compliance portfolio for broadband and telecommunications clients and oversee local efforts within our NSOG team.

You will develop program materials, provide leadership and guidance on projects, mentor staff, review deliverables for quality, and grow the EHP practice by building client relationships and pursuing new proposals and opportunities.

Qualifications

• Bachelor’s degree in environmental, biological, or historic preservation-related discipline.
• Minimum 15 years’ experience in the field.
• Ability to develop program guidance, training, templates, and SOPs.
• Demonstrated high level of technical writing ability.
• Excellent analytical and communication skills.
• Strong working knowledge of Microsoft Excel and Word.
• Ability to prioritize, organize, and accomplish work and possess a positive attitude.
• A valid driver’s license with acceptable violation history may be required.

Job description

General Responsibilities

Terracon is seeking an experienced Senior Environmental and Historic Preservation (EHP) Program Manager to join our Team in the National Services Operating Group (NSOG) and manage Terracon’s portfolio of EHP compliance work for broadband and telecommunications clients. This is an excellent opportunity for a highly motivated individual to lead a national program as well as local compliance efforts, providing oversight on projects across the country.

This individual must have a strong technical background in EHP compliance and the National Environmental Policy Act (NEPA) as well as a working knowledge of Federal Agency-specific NEPA guidance, such as Broadband Equity, Access, and Deployment (BEAD) funding from the National Telecommunications Information Act (NTIA) and Federal Communications Commission (FCC) compliance via licensing. The candidate will be able to develop programmatic materials and provide leadership and guidance on projects; work with existing staff to develop compliance opportunities locally and regionally; and both grow and manage the practice area. They will serve as a point of contact and provide national support for regional and local EHP compliance endeavors. They will review deliverables for quality following company standards and policies; provide leadership in EHP compliance marketing efforts; maintain existing and develop new client relationships; prepare proposals, cost estimates, and reports; and train, mentor, and direct staff and project professionals within local offices.

Essential Roles And Responsibilities

The individual should be highly specialized and have solid experience in EHP/NEPA compliance:

• The National Environmental Policy Act
• Clean Water Act (CWA) compliance and permitting
• Section 106 of the National Historic Preservation Act (NHPA)
• Section 7 of the endangered Species Act (ESA)
• Floodplain management/permitting
• Executive Orders related to NEPA
• Agency specific NEPA programs, such as BEAD, NTIA, or FCC NEPA compliance
• Other forms of state and local permitting related to NEPA compliance

• Grow and expand existing EHP compliance services
• Develop training, guidance, and templates for NEPA compliance programs
• Train and indirectly oversee staff in local offices as well as directly lead staff on the national team
• Develop strong working relationships with clients
• Develop proposals in response to RFPs and client requests
• Participate in the development of local and regional marketing strategies
• Support safety efforts to promote safety rules and guidelines
• Evaluate problems and develop practical solutions that enable our clients to achieve and maintain compliance with NEPA regulations.
