Job summary

J MAR & Associates is seeking an EHS&R Manager to lead environmental, health, safety, and regulatory compliance across its midstream natural gas gathering and processing operations. The role reports to the COO and requires hands-on expertise in environmental compliance, safety, and DOT/PHMSA programs.

The successful candidate will oversee air permitting, SPCC, SWPPP, and regulatory audits, while coordinating with Operations to ensure safe, compliant facilities.

Qualifications

  • Bachelor’s degree or higher in Environmental Science, Environmental Management, Engineering, Safety, or related field.
  • 6+ years of EHS&R experience in midstream oil and gas.
  • Experience with air permitting and air quality regulations for midstream facilities.
  • Knowledge of EPA, OSHA, DOT/PHMSA and 49 CFR Parts 192/195.
  • Experience with pipeline compliance programs (OQ, M&O, Integrity Management, Control Room Management, Public Awareness).
  • Experience with OSHA/PSM, MOC, PSSR, Permit to Work, and related safety programs.

Responsibilities

  • Lead EHS&R programs, policies, and management systems across midstream operations.
  • Manage environmental permitting and compliance (air, SPCC, SWPPP, spills).
  • Oversee DOT/PHMSA pipeline compliance (OQ, M&O, Integrity Management, Public Awareness).
  • Ensure compliance with 49 CFR Parts 192/195, EPA, OSHA, and state requirements.
  • Partner with Operations to maintain safe, compliant facilities.
  • Provide safety oversight, including OSHA/PSM, Permit to Work, and training.
  • Develop and maintain EHS&R plans, procedures, manuals, and training programs.
  • Lead audits, field inspections, incident investigations, root-cause analysis, corrective actions, risk assessments.
  • Coordinate regulatory reporting with Operations, leadership, and third-party consultants.
  • Support emergency response and crisis management planning and exercises.

Our client, a well-capitalized, private equity-backed midstream company, seeks an EHS&R Manager to join its leadership team. The company has a successful track record of developing, operating, and monetizing natural gas gathering and processing assets and is currently in an active growth phase.

POSITION OVERVIEW

The EHS&R Manager will lead environmental, health, safety, and regulatory compliance across the company’s natural gas gathering, pipeline, treating, and processing operations. Reporting directly to the Chief Operations Officer, this hands-on role requires a well-rounded midstream EHS&R professional with a balanced background in environmental compliance, operational safety, and DOT/PHMSA regulatory programs. Strong environmental experience, including air permitting and compliance, is particularly important.

KEY RESPONSIBILITIES
  • Lead EHS&R programs, policies, management systems, and continuous improvement across midstream operations.
  • Manage environmental permitting and compliance, including air/NSR/Title V, OOOOa, emissions/GHG, SPCC, SWPPP, spills/leaks, and waste.
  • Manage DOT/PHMSA pipeline compliance, including OQ, O&M, Integrity Management, Control Room Management, Public Awareness, emergency response, and applicable state programs.
  • Maintain compliance with 49 CFR Parts 192 and 195 and applicable EPA, OSHA, federal, and state requirements.
  • Partner with Operations to support safe, compliant operation of natural gas gathering, treating, processing, compression, and pipeline facilities.
  • Provide operational safety oversight, including OSHA/PSM, Permit to Work, PSSR, MOC, contractor safety, and training.
  • Develop and maintain EHS&R plans, procedures, manuals, and employee/contractor training programs.
  • Lead audits, field inspections, incident investigations, root cause analysis, corrective actions, and risk assessments.
  • Coordinate regulatory reporting and compliance initiatives with Operations, leadership, regulatory agencies, and third-party consultants.
  • Support emergency response and crisis management planning, training, and exercises.
REQUIREMENTS
  • Bachelor’s degree in Environmental Science, Environmental Management, Engineering, Safety, or related technical discipline preferred.
  • 6+ years of EHS&R experience in midstream oil and gas, preferably natural gas gathering and processing.
  • Environmental compliance experience, including air permitting and air quality regulations applicable to midstream facilities.
  • Knowledge of EPA, OSHA, DOT/PHMSA and 49 CFR Parts 192/195 requirements.
  • Experience with pipeline compliance programs including OQ, O&M, Integrity Management, Control Room Management, and Public Awareness.
  • Experience with OSHA/PSM, MOC, PSSR, Permit to Work, and other operational safety programs.
  • Working knowledge of natural gas gathering, treating, processing, compression, and pipeline operations.
  • Strong communication, analytical, and organizational skills with the ability to work independently and partner effectively with field operations and leadership.
  • Travel to field operations up to 50%.
