Job summary

Global Edge Consultants, LLC in Westlake, LA is seeking a Health & Safety (HS) Advisor for midstream operations. You will lead field HS activities across pipeline ROWs, compressor stations, storage facilities, and measurement sites, ensuring compliance with PHMSA and OSHA standards.

The role requires 5+ years in midstream safety, a relevant bachelor’s degree, and strong coaching, communication, and incident investigation skills. Travel to various sites and on-call duties may be required.

Qualifications

• 5+ years of safety experience in midstream, pipeline, oil & gas, or energy operations.
• Bachelor’s degree in safety, industrial hygiene, engineering, or related field (or equivalent).
• Strong knowledge of PHMSA pipeline safety regulations and OSHA 1910.
• Experience supporting pipeline maintenance, compressor station operations, or storage facilities.
• Proficiency with Microsoft 365 applications, Power BI, and safety management systems.

Responsibilities

• Provide field-level HS support across pipeline ROWs, compressor stations, storage facilities, and measurement sites.
• Ensure compliance with HS programs and federal regulations (PHMSA 49 CFR 192/195, OSHA 1910, EPA).
• Promote Life Saving Rules through coaching, engagement, and leadership.
• Conduct inspections, audits, and hazard identification.
• Lead or support incident investigations, track corrective actions, and verify closure.
• Support high-risk work planning, permit-to-work, energy isolation/LOTO, hot work, confined space, and entry.
• Maintain HS metrics, trends, and reporting for Midstream leadership.
• Participate in risk assessments, work planning, and MOC reviews.
• Support industrial hygiene monitoring (noise, atmospheric testing, heat stress, confined space).
• Assist with emergency preparedness, drills, and IC/NIMS-aligned response activities.
• Deliver safety training, toolbox talks, and contractor engagement sessions.

• Primary Purpose
• The company’s US Midstream Operations is seeking a Health & Safety (HS) Advisor to support safe, compliant, and reliable pipeline, compression, storage, and measurement activities. This role provides day‑to‑day field safety leadership, regulatory expertise, and emergency response support across midstream assets.
• Work location will be in Westlake, LA.
• Key Responsibilities
• Provide field‑level HS support across pipeline ROWs, compressor stations, storage facilities, and measurement sites.
• Ensure compliance with the company's HS programs and federal regulations (PHMSA 49 CFR 192/195, OSHA 1910, EPA).
• Promote the company's Life Saving Rules through coaching, engagement, and visible leadership.
• Conduct inspections, audits, behavioral observations, and hazard identification.
• Lead or support incident investigations, track corrective actions, and verify closure effectiveness.
• Support high-risk work planning and field verification, including permit‑to‑work activities, energy isolation/LOTO, hot work, confined space entry, excavation, line breaking, atmospheric testing, SIMOPS, and work at heights.
• Maintain HS metrics, trends, and reporting for Midstream leadership.
• Participate in risk assessments, work planning, and MOC reviews.
• Support industrial hygiene monitoring (noise, atmospheric testing, heat stress, confined space).
• Assist with emergency preparedness, drills, and IC S/NIMS‑aligned response activities.
• Deliver safety training, toolbox talks, and contractor engagement sessions.
• Required Qualifications
• 5+ years of safety experience in midstream, pipeline, oil & gas, or energy operations.
• Bachelor’s degree in safety, industrial hygiene, engineering, or related field (or equivalent experience).
• Strong knowledge of PHMSA pipeline safety regulations and OSHA 1910.
• Experience supporting pipeline maintenance, compressor station operations, or storage facilities.
• Strong communication, coaching, and problem‑solving skills.
• Proficiency with Microsoft 365, Power BI, and safety management systems.
• Preferred Qualifications
• CHST, ASP, CSP, OHST, or equivalent safety certification.
• Experience with integrity digs, pigging campaigns, outages, or major maintenance events.
• Incident investigation experience and strong report‑writing skills.
• Working Conditions
• Ability to work outdoors in all weather conditions and around high‑noise equipment.
• Ability to walk long distances, climb ladders/stairs, work at heights, and enter confined spaces.
• Must be able to wear PPE including fall protection, respirators, and FR clothing.
• Willingness to work extended hours or participate in on‑call/emergency response as required.
• Travel to various company Midstream Operation sites will be required.
