Job summary

The City of Portsmouth seeks an entry-level Real Estate Appraiser in the Assessor’s Office to perform property appraisals of land and residential structures under supervision and with increasing independence. The role involves data gathering, field inspections, and contributing to accurate assessed values.

You will work with the Deputy City Assessor and Appraisal Supervisors, communicate findings, handle inquiries, support appeals, and update appraisal records as needed.

Qualifications

• Requires graduation from high school or successful completion of a GED.
• One year of experience appraising real estate (mass appraisal experience preferred).
• Associate's degree in Real Estate, Business Administration, Public Administration, or a related field is preferred.
• A Licensed Residential Appraiser License, or Certified Residential Real Estate Appraiser License or ability to achieve within two years is preferred.

Responsibilities

• Gathers, reviews, and evaluates property information to plan appraisals and assessed values.
• Conducts field appraisals of new constructions, renovations, and additions including measurements and data collection.
• Calculates fair market value and prepares data for entry and reporting procedures.
• Verifies and updates property information for accuracy of parcel, sale, and tax data.
• Responds to inquiries and requests for information relating to property appraisals.
• Appraises properties and coordinates the tax abatement program; performs sales validations and taxpayer reviews.
• Assists with assessment appeals hearings and may defend assessments before the Board of Review.
