Job summary

Health & Human Services Commission seeks an Enterprise Technology Lead (Systems Analyst VI) to coordinate AI‑driven initiatives and enterprise IT delivery across programs from the Austin office. Qualifications

  • Graduation from an accredited four-year college or university with major coursework in computer science, information systems, engineering, business administration, or a related field.
  • At least 7 years of experience in enterprise IT environments, including coordination across vendors, platforms, or large-scale technology initiatives.
  • Experience working within CTO/enterprise architecture or centralized technology organization is strongly preferred.
  • Experience deploying AI systems is preferred.

Responsibilities

  • Leads IT project deployments of AI systems across agencies, coordinating, planning, and scheduling during development and implementation stages.
  • Develops IT roadmaps and promotes program-area IT needs while building productive relationships with process owners.
  • Plans and coordinates studies and system implementations using enterprise architecture standards; analyzes risks and options.
  • Supports vendor technical strategies, project plans, budgets, and reports depicting costs, benefits, and progress.
  • Leads and coordinates workflow of team members to achieve goals; may supervise others.

Brief Job Description

This position is open to U.S. Citizens and permanent residents.

This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

The Enterprise Technology Lead performs advanced (senior-level) enterprise technology coordination and portfolio enablement work within the HHSC-CTO organization. In addition to strong coordination, technical, and leadership skills, this role requires broad and practical understanding of modern enterprise technologies-including applications, cloud platforms, data, integration, and security-to effectively engage with vendors, architects, and delivery teams.

The role serves as a lead technology-fluent integrator, working closely with the CTO architects, and other IT areas to translate enterprise technology direction into coordinated execution of artificial intelligence technology across programs and vendors. The lead needs to understand and reinforce standards, ensuring that technology decisions, trade-offs, and risks are clearly articulated and visible to leadership.

Essential Job Functions (EJFs)
  • Leads Information Technology (IT) project deployments of artificial intelligence systems for projects across agencies. This includes leading IT AI projects, coordinating, planning, and scheduling during project development and implementation stages. (25%)
  • Support the development of IT roadmaps for the agency to address desired business process and technology improvements. Promotes and supports program areas within IT. Develops productive working relationships with program area. Understands program area needs and identifies opportunities for improvement. Apply principles of HHS IT and systems integration standards to perform strategy planning work, alternatives analysis, and risk analysis/management. (30%)
  • Performs business, systems, and/or legislative analyses, formulates logical descriptions of problems, and devises optimum solutions to meet customer needs. Recommends and creates technical and product strategies. Analyzes, leads and coordinates design, development and implementation of systems and services with functionality across program areas using enterprise architecture standards. Plans and schedules studies and system implementation. (35%)
  • Supports the development of vendor technical strategies, organizational strategies, project plans, charts, diagrams, tables, monthly and final reports that depict present and proposed systems in terms of costs, benefits derived, and tasks accomplished. (10%)
  • Provides leadership, plans and coordinates workflow of team members to accomplish team goals and objectives. May supervise the work of others. Performs related work as assigned. (10%)
Knowledge, Skills And Abilities (KSAs)
  • Knowledge of the principles and practices of systems analysis, including technologies, products, trends, standards, operations, best practices and related governance.
  • Knowledge of security requirements and configurations to resolve AI security vulnerabilities.
  • Knowledge of artificial intelligence in IT workflow and development.
  • Skill in the full SDLC, including Agile and Waterfall development methods.
  • Ability to analyze and optimize system performance and resource utilization.
  • Ability to plan, prioritize and implement assigned projects, including contributions to project management tasks or personnel.

  • Ability to develop and implement large scale, custom integration and software projects utilizing multiple IT environments.

Registrations, Licensure Requirements Or Certifications

Professional certifications in artificial intelligence or agentic workflows

Initial Screening Criteria
  • Graduation from an accredited four-year college or university with major coursework in computer science, information systems, engineering, business administration, or a related field is generally preferred. Experience and education may be substituted for one another on a year for year basis.
  • At least 7 years of experience in enterprise IT environments, including hand-on experience coordinating across vendors, platforms, or large-scale technology initiatives, is required.
  • Experience working within a CTO, enterprise architecture, or centralized technology organization specific to health and human services is strongly preferred. Experience supporting executive leadership, technology governance, or portfolio coordination is also preferred.
  • Experience in managing the deployment of artificial intelligence systems is preferred.
