Job summary

SEPTA is seeking an Enterprise Resource Planning Program Director to lead the ERP transformation across Finance, HR, Payroll, Procurement, IT, and other functions. This executive role directs governance, change management, and benefits realization while coordinating with the ERP IT Director, the System Integrator, and key partners.

The position reports to the ERP PMO and requires 15+ years of enterprise program leadership, including complex, matrixed environments.

Qualifications

  • Bachelor's degree required; master's preferred.
  • 15+ years leading large enterprise programs and transformations.
  • 10+ years in leadership roles with multi-function teams and budgets.

Responsibilities

  • Lead end-to-end ERP transformation from mobilization to benefits realization.
  • Direct ERP change strategy including communications, training, readiness, and reinforcement.
  • Lead ERP PMO and change resources, building a high-performing team.
  • Translate vision into integrated roadmap, plans, outcomes, and accountability.
  • Establish governance, escalation paths, reporting standards, and change-control processes.
  • Ensure alignment with sponsors, steering committee, business and IT leaders, and partners.
  • Prepare decision materials and present options with impacts and actions.
  • Harmonize and redesign processes leveraging standard ERP capabilities.
  • Oversee planning and execution across Finance, HR, Payroll, Procurement, data, integrations, testing, and deployment.
  • Manage scope, schedule, budget, risks, and dependencies; coordinate with System Integrator.

OVERALL DESCRIPTION

The ERP Program Director is accountable for the overall success of SEPTA's enterprise resource planning transformation. This executive-facing role converts SEPTA's vision into an integrated program strategy and delivery plan, aligning leaders and teams across Finance, Human Resources, Payroll, Procurement, Information Technology, and other impacted functions. The Director owns program governance, organizational change, business process redesign, benefits realization, stakeholder alignment, and enterprise risk management, while coordinating delivery with the ERP IT Director, System Integrator, and other partners.

SPECIFIC RESPONSIBILITIES
  • Lead the end-to-end ERP transformation from mobilization and planning through implementation, adoption, stabilization, and benefits realization.
  • Direct and own the ERP organizational change strategy, including stakeholder engagement, communications, training, readiness, adoption, and reinforcement.
  • Lead ERP PMO and change resources, including project managers, workstream leads, and the organizational change management lead; build an accountable, collaborative, and high-performing team.
  • Translate executive vision and strategic objectives into an integrated roadmap, program plans, measurable outcomes, and clear accountabilities.
  • Establish and operate program governance, decision rights, escalation paths, reporting standards, and change-control processes.
  • Maintain alignment with the Executive Sponsor, Executive Steering Committee, business leaders, IT leadership, labor and workforce stakeholders, and other key partners.
  • Prepare concise decision materials and recommendations; elevate issues with clear options, impacts, and recommended actions.
  • Lead business process harmonization, standardization, and redesign, balancing enterprise outcomes, operational needs, compliance, and appropriate use of standard ERP capabilities.
  • Direct integrated program planning and execution across business and technology workstreams, including Finance, Human Resources, Payroll, Procurement, data, integrations, testing, training, and deployment.
  • Manage program scope, schedule, budget, funding, resources, dependencies, risks, issues, quality, and trade-offs; maintain an integrated plan aligned with System Integrator and internal plans.
  • Oversee the System Integrator's performance and contractual outcomes in partnership with Procurement, Legal, the ERP IT Director, and the PMO.
  • Define the ERP value case and key performance indicators; assign benefit owners and track adoption, business outcomes, and benefit realization through stabilization.
  • Ensure operational readiness, business continuity, and a controlled transition to post-implementation support and continuous improvement.
  • Comply with all Authority and departmental safety and security policies and procedures and perform other duties as assigned.
QUALIFICATIONS AND EXPERIENCE
  • Bachelor's degree in Business Administration, Information Technology, or a related field required; master's degree preferred.
  • 15+ years of progressively responsible experience leading large enterprise programs, business transformation and related functions.
  • 10+ years of leadership experience in large, complex, matrixed organizations, including responsibility for cross-functional teams, budgets, vendors, and executive stakeholders.
  • Proven success leading organizational change, business process redesign, stakeholder engagement, training, adoption, and benefits realization at enterprise scale.
  • Exceptional executive communication, facilitation, negotiation, influence, and decision-making skills.
  • Ability to navigate ambiguity, competing priorities, organizational complexity, and cross-functional interdependencies while maintaining governance discipline and delivery momentum.
  • Demonstrated leadership of at least two full life-cycle ERP or comparable enterprise transformations; experience with SAP, Oracle, Workday, or similar platforms preferred.
  • Experience establishing program governance and managing scope, schedule, budget, funding, risks, dependencies, quality, and third-party delivery.
  • Strong understanding of ERP-enabled business capabilities across Finance, Human Resources, Payroll, Procurement, and related functions.
  • Public-sector, transportation, or highly regulated environment experience preferred.
