The Enterprise Business System Director is responsible for providing strategic leadership and operational oversight of Alaska Native Tribal Health Consortium’s (ANTHC) Business Systems including but not limited to Enterprise Resource Planning, Learning Management, and Time Keeping systems. With the CIO, leads the development and governance of enterprise business systems as strategic products, managing their full lifecycle, from vision and planning to implementation, sustainment, and continuous improvement, while ensuring sound project management discipline and financial stewardship across initiatives. Reporting to the Vice President/Chief Information Officer (CIO) and the Enterprise Resource Planning (ERP) Governance Committee, the Director oversees the ERP Manager and related teams and serves as the bridge between business operations and technology, aligning enterprise systems with strategic and operational objectives.
Project & Portfolio Management with ERP Governance Oversight
Partner closely with the Enterprise Project Management Office (ePMO) and ERP Governance Committee to ensure all business system and ERP initiatives adhere to established project governance, standards, and reporting practices.
Provide executive sponsorship and functional leadership for business system projects, ensuring alignment with strategic objectives, defined scope, and budget parameters.
Collaborate with the ePMO and ERP Governance Committee on project prioritization, sequencing, and resource allocation within the overall enterprise portfolio.
Oversee internal business system resources supporting projects to ensure deliverables are completed on time, within budget and align with operational requirements.
Maintain visibility into the business systems project portfolio, proactively identifying interdependencies, risks, and opportunities for synergy across initiatives.
Ensure that lessons learned, process improvements, and post-implementation insights are communicated back through governance channels and integrated into ongoing system enhancement cycles and operations.
Leverage project management principles (PMI, Agile, or hybrid) to guide planning and decision-making within the business systems function, promoting consistency and collaboration with the ePMO and ERP Governance Committee.
Monitor system performance, user adoption, and process efficiency; helps implement improvement initiatives and report outcomes to the VP/CIO and ERP Governance Committee.
Operational Oversight
Supervise the ERP Manager and ensure operational excellence in system administration, integration, and data integrity.
Oversee business applications that support financials, supply chain, HR, payroll, and analytics, ensuring cross-platform coordination and adherence to governance policies.
Promote process standardization and automation to improve accuracy, efficiency, and reporting capabilities.
Ensure systems meet compliance requirements including HIPAA, NIST, and healthcare regulatory standards.
Ensures all ERP changes, enhancements, and additions are routed through ERP Governance prior to implementation.
Financial Stewardship
Develop and manage the business systems and ERP budgets in collaboration with the CIO, Finance leadership, and ERP Governance Committee.
Forecast capital and operational needs for ongoing maintenance, upgrades, and new projects.
Evaluate return on investment (ROI) for business systems initiatives and ensure funding aligns with strategic priorities.
Partner with Procurement and Legal to negotiate and manage vendor contracts, licensing, and professional services agreements.
People Leadership & Development
Lead and mentor a team of technological and functional professionals, including the ERP Manager.
Establish performance goals, development plans, and accountability structures to promote high performance and retention.
Foster collaboration, transparency, and innovation across the HIT department and with functional business partners.
Change Management & Communication
Serve as a key communication bridge between technical teams, business users, executive leadership, and ERP Governance Committee.
Support change management and stakeholder engagement strategies to ensure successful adoption of new systems and processes.
Provide clear executive reporting on system health, project portfolio performance, and future investment recommendations.
Communicate complex technical issues in business terms to aid decision-making by executives and governance committees.
Performs other duties as assigned.
Master’s degree in Business Administration, Healthcare Management, Computer Science, Business Information Systems, or related field preferred.
An equivalent combination of relevant education and/or training may be substituted for experience.
Non-supervisory – Ten (10) years enterprise systems, ERP or business systems management experience
AND
Supervisory - Five (5) years as a manager, project manager, or consultant in the field of ERP. An equivalent combination of relevant education and/or training may be substituted for experience.
AND
Leadership - Three (3) years providing technical leadership to business and cross-functional teams
Experience delivering increasingly complex ERP systems implementations
Project Management Professional (PMP) Certification preferred
