Job summary

The Seattle Department of Transportation seeks a Program Manager (Manager 2) for Information Technology to lead the Asset & Performance Management portfolio. You will drive strategy, data governance, and enterprise asset systems modernization with GIS integration and analytics for executives and the public.

You will oversee a team delivering lifecycle costing, risk-based decisions, and performance reporting, partnering across SDOT divisions, and advancing equity in investment outcomes.

Qualifications

  • Bachelor’s degree in civil engineering, public administration, business, information systems, or related field.
  • 7+ years of asset management leadership in public-sector or large infrastructure.
  • 2+ years of supervisory or management experience.
  • Experience implementing enterprise asset/work order systems with governance.
  • Experience integrating asset systems with ESRI ArcGIS and analytics.
  • Credentials such as IAM, PMP, or Prosci.
  • Direct experience with municipal asset portfolios and transit assets.

Responsibilities

  • Lead enterprise asset and work order management modernization from planning through stabilization.
  • Own enterprise asset data governance, inventories, data dictionaries, QA/QC.
  • Integrate asset systems with ESRI GIS and analytics for dashboards and decisions.
  • Advance lifecycle plans and deterioration models with cost/risk frameworks.
  • Direct enterprise performance reporting to leadership and external stakeholders.
  • Chair governance forums and ensure cross‑division alignment.
  • Mentor the Asset and Performance Management team and recruit as needed.
  • Collaborate with SDOT divisions on budget, capital planning, and investments.
  • Champion diversity, equity and social justice.
