Job summary

The City of Seattle's Seattle Department of Transportation (SDOT) seeks a Program Manager (Manager 2- Information Technology) to lead the Asset & Performance Management portfolio within the Technology & Innovation team. You will drive enterprise asset management modernization, data governance, and integration with ESRI GIS to deliver transparent performance insights for executives and the public.

Qualifications

• Seven (7) or more years of asset management leadership in a public-sector or large infrastructure organization.
• Two (2) or more years of supervisory or management experience.
• Bachelor’s degree in civil engineering, public administration, business, information systems, or a related field.
• Successful candidates will possess credentials such as IAM, PMP, or Prosci and experience implementing enterprise asset/work order systems.

Position Overview:

This Program Manager (under the City's classification title of Manager 2- Information Technology) leads SDOT’s Asset & Performance Management portfolio within the Technology & Innovation team. The role is accountable for strategy, people leadership, and delivery of enterprise asset management capabilities across SDOT. Responsibilities include driving system modernization, advancing asset data stewardship, embedding lifecycle cost analysis and risk-based decision-making, and ensuring integration with GIS and analytics to produce transparent, actionable performance insights for executives, City Council, and the public. The position reports to the Data & GIS Manager.

• Lead Enterprise Asset and Work Order Management modernization from planning through stabilization. Responsibilities include requirements management, vendor oversight, and coordination of configuration, testing, migration, change management, training, go-live, and post go-live optimization with business stakeholders.
• Own enterprise asset data governance. Establish authoritative inventories, condition assessment standards, asset hierarchy, data dictionaries, QA and QC controls, and ongoing maintenance processes.
• Integrate asset systems with ESRI GIS and analytics. Enable spatial analysis, dashboards, and operational decision support for maintenance, capital planning, and performance reporting.
• Advance lifecycle plans and deterioration models for high value assets. Standardize Levels of Service targets and incorporate triple bottom line considerations in investment decisions.
• Direct enterprise performance reporting. Deliver required updates and reports to external stakeholders and internal leadership.
• Chair and coordinate governance forums including the APMSC, the Asset Maintainers Data User Group, GIS workplan, and data governance meetings. Ensure timely decisions and cross-division alignment.
• Manage and mentor the Asset and Performance Management team including analysts, economists, and advisors. Set goals, develop staff, and recruit to fill critical skill gaps.
• Represent Asset and Performance Management in interactions with other SDOT divisions. Prepare executive briefings and recommendations for budget, capital planning, and technology investments.

Minimum Qualifications:

• Bachelor’s degree in civil engineering, public administration, business, information systems, or a related field.
• Seven (7) or more years of progressively responsible asset management leadership in a public-sector or large infrastructure organization.
• Two (2) or more years of supervisory or management experience.

OR

A combination of education and/or training and/or experience, which provides an equivalent background required to perform the work of the class.

Successful candidates will possess many of these additional qualifications or be able to demonstrate comparable experience and expertise:

• Demonstrated success leading an enterprise asset and/or work order system implementation from vendor selection through adoption, including data governance and change management.
• Experience integrating asset systems with ESRI ArcGIS and/or analytics platforms. Strong understanding of lifecycle costing and risk-based decision frameworks.
• Professional credentials such as IAM, PMP, or Prosci.
• Direct experience with municipal asset portfolios including pavements, bridges, signals, and sidewalks, and transit asset management processes.
• Hands‑on expertise with enterprise asset management and/or EAWOMS platforms such as Infor, IBM Maximo, or Trimble Unity.
• Familiarity with StreetSaver and/or BridgeWorks and their integrations to ESRI ArcGIS.
• Proven ability to lead data stewardship initiatives and deliver public facing performance dashboards and reports.
• Experience aligning investments to equity and/or climate outcomes using structured performance frameworks.

Work Environment/Physical Demands:

• Work is performed in an office environments with hybrid options at this time.
• The position requires sitting or standing for extended periods and occasional lifting of up to 25 pounds.

The full salary range for this position is $56.57 - $84.88 per hour.
