Position Definition

The Enterprise Asset Management (EAM) Manager will be responsible for developing, implementing, and maintaining the EAM strategy across Golden State Water Company. This role will ensure the effective and efficient management of the Company's physical assets to optimize performance, reduce costs, and extend asset life. A key responsibility will be overseeing the Cityworks application, ensuring its effective utilization and integration with other business processes. The EAM Manager will work closely with various departments, including Water Operations, Asset Management, and Environmental Quality to ensure alignment and integration of asset management practices.

Essential Duties and Responsibilities
  • Develop and implement an Enterprise Asset Management strategy and framework in line with industry best practices and regulatory requirements
  • Oversee the planning, scheduling, and execution of asset management programs and initiatives
  • Lead the continuous improvement initiatives for the Cityworks application
  • Ensure accurate and timely data collection, analysis, and reporting related to asset performance, maintenance activities, and lifecycle costs within Cityworks
  • Collaborate with cross-functional teams to integrate asset management processes with other business functions such as operations, maintenance, engineering, and finance
  • Develop and maintain asset management policies, procedures, and standards
  • Manage the asset registry, ensuring all assets are accurately recorded and regularly updated in Cityworks
  • Conduct risk assessments and develop mitigation strategies to address potential asset-related risks
  • Lead the development and execution of asset condition assessment programs
  • Provide training and support to staff on EAM practices and Cityworks usage
  • Monitor and report on key performance indicators (KPIs) related to asset management
  • Prepare rate case testimony and provide data for General Rate Case filings with the California Public Utilities Commission (CPUC)
  • Respond to CPUC and Office of Ratepayers Advocates data requests, verbally and/or in writing
  • Stay abreast of industry trends, technologies, and regulatory changes impacting asset management practices
Minimum Qualifications
  • Bachelor’s degree in Engineering, Business Administration, or a related field. A master’s degree is preferred
  • Minimum of 7 years of experience in asset management, preferably within the utility industry
  • Strong knowledge of asset management principles, practices, and standards, such as ISO 55000
  • Extensive experience with Enterprise Asset Management (EAM) systems, specifically Cityworks
  • Proven ability to develop and implement strategic asset management plans

  • Strong project management skills, with the ability to manage multiple initiatives simultaneouslyEffective communication and interpersonal skills, with the ability to collaborate across all levels of the organization
  • Strong leadership abilities and experience managing a team
  • Familiarity with regulatory requirements and compliance standards in the water utility industry is a plus

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
