The Asset Management Engineer reports to the Tank & Pipeline Engineering (T&PE) team whose primary function is to provide engineering and maintenance support services related to tanks, pressure vessels, pipelines, cathodic protection systems, groundwater production wells, pumping equipment, water treatment infrastructure, and supporting pump station facilities.

Typical duties of the Asset Management Engineer in the T&PE team includes risk & reliability program management, infrastructure renewal and replacement, capital program management, life-cycle assessment, technical reviews and report development, oversight of field improvements, innovative design improvements, contract administration, and outside agency interaction.

Additional responsibilities of the T&PE team include capital planning and business case development, development of company and department performance metrics and KPI’s, strategic maintenance program management, program development and training, and engineering design review and functional support of the Company’s Enterprise Asset Management Program.

The position reports to the Asset Management Engineering Tank & Pipeline Supervisor. The Asset Management Engineer is located in San Jose, California.

ESSENTIAL FUNCTIONS

• Condition assessments of tank, pipeline, and pump infrastructure.
• This activity will require the engineer to climb tanks to heights in excess of 130’ using advanced fall protection equipment and processes, make safe entry to confined spaces, and travel out of district frequently
• Attends field work, meetings, and trainings as directed
• Makes presentations both internal and external
• Coordinates and advises on projects and communicates clearly the project work, risks, benefits, and options between Contractor, District, Field, and Management
• Identifies, evaluates, plans, estimates, budgets, executes, and documents repair/maintenance, and preventative maintenance for tanks, pipelines, pressure vessels, groundwater production wells, pumps, motors, and other assigned asset classes
• Simultaneously manage multiple projects in various geographic locations as assigned
• Resolves issues with vendors and/or contractors regarding commencement, execution, and completion of construction projects
• Reviews and approves vendor and contractor invoices for payment requests
• Prepares, monitors, and reports on assigned project schedules and budgets
• Investigates maintenance problems involving complex operating conditions and failure modes
• Troubleshoots, analyzes, and makes recommendations for declining and or failed equipment
• Develops maintenance programs (tank inspection, pressure vessel inspection, CP effectiveness, pipeline rehabilitation, pump efficiency, well rehabilitation and replacement, and programmatic work) to increase reliability of Cal Water assets or as part of a preventative maintenance program
• Prepares drawings and specifications, manages multiple project schedules and budgets, performs planning and cost estimating, and prepares and award contracts
• Provides technical support for water systems operations and maintenance
• Prepares project documentation and cost estimates including technical reports and justifications for the California Public Utilities Commission (PUC)
• Oversees the removal and destruction of existing water utility facilities
• Participates in and leads special investigation projects which require partnering with several internal groups and outside regulatory agencies
• Works on site in assigned office location
• Performs other duties as assigned to fulfill business operational needs and objectives

MINIMUM QUALIFICATIONS

• Bachelor’s degree in Engineering or related field from an accredited university and/or equivalent relevant water utility experience
• Two years of experience working in an asset management engineering capacity is desired
• Strong analytical and problem solving
• Strong oral and written communication skills; excellent presentation skills, and demonstrates an ability to articulate technical project work and concepts
• Excellent customer service support-oriented attitude and support skills
• Must be willing to travel as required by project and program needs.
• Travel can be turnaround full-day trips, overnight travel, and multiple day travel.
• Travel will include vehicle, multiple persons, and air travel
• Ability to climb tanks, work at heights, and enter confined spaces
• Valid California Driver License

Salary Range: $115,058.42 - $135,279.41 (DOE)
