Job summary

The Enterprise Application Manager at OMES leads the team that builds, enhances, and supports the applications and platforms powering Oklahoma CareerTech. This role combines hands-on delivery leadership with customer service, quality assurance, financial stewardship, and people management.

It ensures technology investments deliver value while maintaining security and compliance. Responsibilities include end-to-end SDLC ownership, governance, budget oversight, and cross-functional collaboration

Qualifications

• Bachelor's degree in Computer Science, Information Systems, Engineering or related field required.

Responsibilities

• Own the end-to-end SDLC for in-house and vendor-supported applications, including requirements, design, development, testing, release, and support.
• Enforce quality practices such as peer reviews, automated testing, CI/CD, test coverage, and change management.
• Partner with QA and SRE to improve reliability and observability via defect analysis and incident trends.
• Build and manage application budgets and forecasts across CapEx and OpEx to align spend with outcomes.
• Lead, coach, and develop engineers, analysts, QA, and release managers; foster a high-performance culture.
• Run governance ceremonies for prioritization, demand intake, and change advisory.
