Job summary

The Executive Office of Technology Services and Security (EOTSS) seeks an AI Enablement Manager to lead the Commonwealth's AI Center of Enablement, shaping agency engagement, capability-building, and operational support for responsible AI adoption across the executive branch.

You will design processes, governance, and reusable assets to move agencies from AI experimentation to scalable, compliant deployments while partnering with legal, security, and policy teams. Hybrid Boston-based role.

Qualifications

• Seven to ten+ years in enterprise enablement, platform strategy, or digital transformation.
• Experience designing scalable governance frameworks.
• Experience building and managing external partnerships.
• Strong understanding of organizational change management and capacity-building.
• Public-sector or large-enterprise experience preferred.

Responsibilities

• Define and maintain the long-term vision and strategy for the AI Center of Enablement.
• Develop a scalable engagement model that supports agencies at varying levels of AI maturity.
• Establish structured intake and support triage processes to prioritize agency requests.
• Design capacity-building pathways that enable agencies to independently adopt and manage AI tools over time.
• Align enablement strategy with enterprise AI product, engineering, security, and policy objectives.
• Establish policies, procedures, and standards governing AI enablement services.
• Develop engagement frameworks (discovery, pilot support, transition-to-operations).
• Coordinate with legal, security, accessibility, and compliance stakeholders.
• Institutionalize reusable templates, checklists, and playbooks.
• Clarify roles between agencies, product teams, and engineering.
• Build and manage partnerships with agencies, academia, industry, and nonprofits.
• Coordinate vendor-supported workshops, pilots, and capability-building initiatives.
• Ensure partnerships align with governance and procurement policies.
• Oversee reusable assets and shared AI environments for safe experimentation.
• Establish lifecycle management for assets and promote standardization where appropriate.
• Develop change management strategies to increase AI literacy and responsible usage.
• Create training programs and communities of practice.
• Define metrics to measure enablement effectiveness and agency growth.
