Job description

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.

The County of Riverside's Transportation Department is seeking motivated individuals for the position of Engineering Technician I/II to support the Survey Division within the Land Records Research section located in downtown Riverside County Administration Center (CAC).

This is an excellent entry-level opportunity for candidates eager to develop comprehensive knowledge in land surveying. The position starts with public counter service, assisting with land records, Certificates of Compliance, and coordination with internal departments—all in a fast-paced, customer-focused environment.

As part of a rotational development path, successful candidates will transition to field survey crews, gaining hands-on experience in both office and field operations.

Key Responsibilities - Engineering Technician I
  • Provide public counter support and customer service
  • Assist with land records research
  • Draft survey field notes and perform basic construction surveying
  • Learn and apply standard survey methods and procedures
Key Responsibilities - Engineering Technician II
  • Perform intermediate to advanced field surveying: boundary, topographic, design, GPS, geodetic, and construction surveys
  • Operate survey equipment (GPS, Total Station, Level)
  • Reduce and analyze field data, edit CADD files
  • Conduct right-of-way and photogrammetric surveys
  • Prepare cut sheets for construction staking
  • Create exhibits and perform land records research for capital projects
Required Qualifications
  • Previous field or office experience in land surveying (e.g., assisting with land records research, working on-site taking measurements, using surveying tools, or operating GPS systems).
Preferred Qualifications
  • Familiarity with land survey records
  • Ability to create survey exhibits
  • Experience with Bentley, MicroStation, InRoads, ArcGIS, Esri products, and Excel
Competitive Candidates Will Possess:

The Engineering Technician I / II are part of the Engineering Technician Series. The Engineering Technician I is a natural progression underfill for Engineering Technician I. Incumbents are eligible to promote to the next level in the series without a competitive recruitment upon successful completion of their probationary period, a satisfactory performance evaluation, acquisition of the necessary knowledge, skills, and abilities, and meeting any additional qualification requirements. This non-competitive growth promotion occurs at the department's initiation.

The level at which the position(s) will be filled is at the department's discretion and based on candidate qualifications.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments, including the Transportation Department.

Examples of Essential Duties
Engineering Technician Level I:
  • Act as rear chain or rod worker on a field survey crew, including using tapes and chains for measurements, making simple survey notes, setting monuments, clearing brush, and stocking trucks.
  • Make traffic counts, census surveys, and sign inspections, including collecting and recording data and making diagrams of intersections and accident scenes; collect material samples and perform routine laboratory tests.
  • Set up and maintain hydrologic metering and recording equipment, and collect groundwater samples for chemical analysis; make simple tracings, diagrams, and drawings.
  • Learn to tabulate and plot field survey data and to interpret and prepare contour and land maps; index and file records.
  • Provide routine information to the public.
Surveying: Performs under close supervision
  • Work as head chain and rod worker on a survey crew; measure and record distances and elevations; perform level, total station, and GPS survey work; set stakes and monuments.
  • Assist in conducting title and property ownership research; learn to prepare less complex legal descriptions and documents following established procedures.
  • Search for data from survey notes, recorded maps, deeds, and property descriptions; draw plans, profiles, and cross sections.
Engineering Technician Level II
  • Set up and maintain filing and indexing systems for road record documents, survey records, maps, and other engineering records.
  • Inspect the construction of less complex public works projects and subdivision tracts to ensure compliance with plans and standards.
  • Operate electronic measuring equipment, transit, and level for various survey types.
  • Draft topographic, geometric, and cross-sectional maps using manual or computer-aided techniques.
  • Conduct title and property owner research; prepare legal descriptions and documents.
  • Prepare detailed maps including right of way maps.
Qualifications and Experience

Additional Requirements
  • Possession of a valid California Driver's License.
  • Previous land surveying experience preferred.
  • Physical ability to perform outdoor surveying in various weather conditions.
Note

Positions designated as safety-sensitive require completion of a DOT-mandated alcohol and drug-screening, and DMV driving record submission prior to hire.

Knowledge of mathematics, engineering design, construction practices, and surveying techniques is essential. Ability to interpret legal descriptions, prepare designs and reports, and perform survey fieldwork are key skills.
