Job summary

NAVFAC EURAFCENT is seeking an Engineering Technician (ET) to support ROICC offices across the NAVFAC EURAFCENT AOR. The role focuses on monitoring construction contracts, ensuring adherence to plans, safety regulations, and quality standards.

The ET will report to Government management and coordinate with Prime Contractor resources. The ideal candidate has 3+ years in DoD construction QC/QA roles, familiar with Primavera, eCMS, and MS Office, and must obtain a CAC and pass a Tier 1 background

Qualifications

• Minimum three (3) years of experience as an engineering technician, superintendent, quality control/quality assurance manager, or CO's representative on DoD construction projects.
• Education: High School Diploma or equivalent; associate degree is a plus.
• Must be eligible for CAC and pass Tier 1 background check; U.S. Citizenship not explicitly required.
• Completion of the 40-hour EM 385-1-1 Construction Safety Course (or within 90 days).
• Working knowledge of Primavera scheduling software, eCMS construction management system, and MS Office Suite.
• Fluent in written and verbal English for reports and presentations.

Responsibilities

• Make regular visits to project sites to verify construction work complies with contract plans, specs, and safety requirements.
• Review the contractor's Quality Control Plan and safety plans; monitor material testing and analysis.
• Prepare and review daily Quality Assurance reports and provide copies to the Construction Manager.
• Monitor ongoing construction to verify progress and contract document compliance.
• Identify issues affecting contract value or duration and report to Government COR and Contract Specialist; prepare independent cost estimates.
• Support review of technical and administrative submittals, including RFIs, test plans, and invoices.
• Maintain construction contract document files using eCMS and ensure accessibility for ROICC personnel.

Position Overview

We are seeking a highly motivated and technically proficientEngineering Technician (ET)to support the Resident Officer in Charge of Construction (ROICC) offices. This role is critical for monitoring construction contracts to ensure adherence to contract provisions, quality standards, and applicable safety regulations.

The ideal candidate has practical experience as an ET, superintendent, or quality control/assurance manager on DoD construction projects. This role requires a sharp eye for detail, a strong understanding of construction methods, and the ability to identify and report issues to Government representatives.

This is a non-personal services contract position.The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from Government management.

Key Responsibilities

• Make regular visits to project sites to verify construction work complies with contract plans, specifications, and safety requirements.
• Review the construction contractor's Quality Control Plan and safety plans. Monitor the execution of required material testing and analysis.
• Prepare and review daily Quality Assurance reports. Provide reviewed copies to the Construction Manager and identify potential issues.
• Monitor ongoing construction to check progress and verify compliance with contract documents.
• Identify issues that may affect contract value or duration and report them to the Government COR and Contract Specialist. Prepare independent cost estimates.
• Support the review of technical and administrative submittals, including RFIs, test plans, and invoices.

Required Qualifications

• Citizenship:U.S. Citizenship is not explicitly required, but candidates must be eligible for a CAC and pass a Tier 1 background check.
• Security:Must pass required security background investigation and be eligible for a Common Access Card (CAC).

• Physical Demands:Ability to perform strenuous activity while working outdoors in extreme weather, in confined spaces, and using fall protection equipment.

Schedule & Work Conditions

• Hours:40 hours per week, typically Monday through Friday, between 7:00 AM and 4:30 PM.
• Location:On-site at various ROICC offices within the NAVFAC EURAFCENT AOR (Italy, Spain, Greece, Poland, Romania).
• Federal Holidays:All U.S. Government holidays off.
