Job summary

NAVFAC EURAFCENT requires an experienced Construction Manager to support the Resident Officer in Charge of Construction (ROICC) offices across the EURAFCENT AOR. You will provide independent construction management, QA, and admin services for complex DoD projects.

The ideal candidate has extensive DoD project experience, strong scheduling, cost control, and contract administration skills, and can work independently representing the Government’s interests with contractors and stakeholders.

Qualifications

• BS degree in engineering, construction management, construction science, or building construction from an accredited university.
• Minimum five years of experience on DoD construction projects or Host Nation equivalents.
• Must be eligible for CAC and pass Tier 1 background check.
• Current CQM for Contractors certification or completing within 90 days.
• EM 385-1-1 Construction Safety Course completion or within 90 days.
• Fluent English (CEFR B2 or higher) for reporting and presentations.

Responsibilities

• Review contractor Quality Control Plan and Accident Prevention Plan for compliance.
• Administer contract aspects, including cost modifications and non-compliance notices.
• Review project schedules, track milestones and budgets.
• Evaluate plans and specs for enforceability, biddability, constructability.
• Schedule kickoff and pre-construction meetings; manage submittal & RFI workflow.
• Maintain project files per NAVFAC standards using eCMS.
• Coordinate project closeout, punch lists, testing, acceptance, and contractor evaluation.
• Review QA reports to ensure project oversight.

Position Overview

We are seeking an experienced and highly skilled Construction Manager (CM)to support the Resident Officer in Charge of Construction (ROICC) offices across the NAVFAC Europe, Africa, Central (EURAFCENT) area of responsibility. This critical role involves providing independent construction management, quality assurance, and administrative services for a variety of complex construction projects.

The ideal candidate is a degreed professional with extensive experience on Department of Defense (DoD) construction projects, possessing a deep understanding of construction practices, scheduling, cost control, and contract administration. This position requires the ability to work independently and exercise sound judgment while representing the Government's interests in dealings with contractors and other stakeholders.

This is a non-personal services contract position.The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from Government management.

Key Responsibilities

• Review, monitor, and recommend responses to the construction contractor's Quality Control Plan and Accident Prevention Plan. Ensure contractor compliance with all safety requirements.
• Administer technical aspects of construction contracts, including preparing cost estimates for modifications, reviewing cost proposals, and preparing non-compliance notices.
• Review and monitor project schedules for construction progress, analyze schedule logic, and track milestone completion dates and budget.
• Perform in-depth reviews of project plans and specifications for enforceability, biddability, and constructability.
• Schedule and conduct post-award kickoff meetings, pre-construction conferences, and regular progress meetings. Manage the submittal and RFI workflow.
• Maintain project files in accordance with NAVFAC standards using the Electronic Construction and Facility Support Contract Management System (eCMS).
• Coordinate the project closeout process, including punch list completion, system testing, final acceptance, and contractor evaluation.
• Regularly review Quality Assurance reports from Engineering Technicians to ensure comprehensive project oversight.

Required Qualifications

• Education:Bachelor of Science (BS) degree in engineering, construction management, construction science, or building construction from an accredited university recognized by the U.S. Department of Education or Host Nation.Exemptions:Licensed/Certified Engineers-in-Training (EIT), Registered U.S. Architects, or Registered/Licensed Professional Foreign Engineers or Architects.
• Experience:Minimum five (5) years of experience as a Construction Engineer/Manager, Project Manager, Superintendent, or Contracting Officer's Representative on Department of Defense construction projects (or Host Nation similar programs).
• Citizenship:U.S. Citizenship is not explicitly required, but candidates must be eligible for a CAC and pass a Tier 1 background check.
• Security:Must pass required security background investigation and be eligible for a Common Access Card (CAC).
• Certifications:Current CQM for Contractors certification (or completion within 90 days). Completion of the 40-hour EM 385-1-1 Construction Safety Course (or within 90 days).
• Technical Skills:Proficient in Primavera scheduling software and other construction management software. Knowledge of cost-loaded schedules, earned value management, and critical path method (CPM) scheduling.
• Language:Fluent English (CEFR C1 preferred, minimum B2) to read, write, and speak for reporting and presentations.
• Physical Demands:Ability to perform strenuous activity while working outdoors in extreme weather, in confined spaces, and using fall protection equipment.

Schedule & Work Conditions

• Hours:40 hours per week, typically Monday through Friday, between 7:00 AM and 4:30 PM.
• Location:On-site at various ROICC offices within the NAVFAC EURAFCENT AOR. This may include NSA Naples, Aviano AB, Vicenza Army Garrison, NAS Sigonella, NS Rota, Moron AB, NSA Souda Bay, NSF Redzikowo (Poland), and NSF Deveselu (Romania).
• Federal Holidays:All U.S. Government holidays off.
