Job summary

The U.S. Department of Veterans Affairs is seeking a GS-11 Engineering Technician in Las Vegas to support the VA Southern Nevada Healthcare System construction program. You will help develop, design, coordinate and manage projects from concept to completion within the Projects Section.

Responsibilities include coordinating AE firms, producing plans and specifications, and applying engineering principles to ensure timely, compliant construction across Major, Minor, CSI and NRM initiatives.

Qualifications

• Experience applying engineering principles to construction projects.
• Experience in drafting, surveying, and construction estimating.
• Background using CAD software and cost estimation tools.

Responsibilities

• Develops programmatic review standards and project related policies/procedures to establish and maintain a system to insure adequate controls are in place on project designs and constructions contracts.
• Coordinates, prepares, and transmits all general or summary project reports.
• Develops accurate plans and specifications for all types of projects of varying complexity.
• Develops construction phasing and schedules and establishes controls to maintain timely construction completion.
• Selects and coordinates project development through Architectural or Engineering (AE) firms or other technical consultants.
• Uses a variety of computer based techniques, including scanning, hand digitizing, direct file transfer (DXF), and use of highly specialized CAD graphic programs.
• Uses specialized computer programs to prepare cost estimates, correspondence charts, time lines, schedules, graphs and other materials.
• Plans workload, prepares reports, and handles administrative work associated with projects and other technical issues.

Qualifications

To qualify for this position at the GS-11 grade level - applicants must meet one of the following: Experience: At least one (1) full year of specialized experience that equipped me with the particular knowledge - skills and abilities to perform successfully the duties of this position - and that is typically in or related to the work of this position. To be creditable - this experience must have been equivalent to the next lower grade level (GS-10) in the Federal Service. Technician experience includes supervising - leading or performing work involving applying a practical knowledge of the (1) methods and techniques of engineering or architecture and (2) construction - application - properties - operations - and limitations of engineering systems - processes - structures - machinery - devices and materials. Examples of qualifying specialized experience include technical work in drafting - surveying construction estimating - physical science - mathematics - aerospace - architecture - chemicals - electrical or mechanical systems - mining - petroleum - or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles - techniques - methods - and precedents. Examples are trade positions with substantial developmental - test - or design responsibilities (i.e. - planner/estimator who analyzed designs for production purposes; instrument maker/model maker who performed design or development work on devices fabricated). OR Education: Successfully completed a Ph.D. or equivalent doctoral degree - or 3 academic years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position - such as engineering - construction - or industrial technology.
