Performs a variety of technical and field engineering tasks for stormwater and floodplain related inquiries and projects.Essential Job Functions
Assist in the design and preparation of engineering plans, maps, specifications, and cost estimates in connection with the construction and maintenance of a variety of engineering capital projects.
Prepare graphics such as exhibits, charts, illustrations, graphs, location maps using GIS.
Perform drafting in AutoCAD; and perform computing operations in preparation of a wide variety of engineering drawings and plans.
Perform mapping of stormwater assets in GIS from as-built construction plans and perform quality control of GIS resources.
Provide information and assistance to engineers, contractors, developers, and public regarding stormwater and floodplain inquiries and activities; research policies, manuals, maps, easements, plans, and plats; ensure issues are resolved in a timely and efficient manner.
Receive citizen requests and inquiries; confer with public to define and resolve stormwater and floodplain related issues; assist with public education and outreach efforts.
Assist with the preparation of reports related to substantial improvements/substantial damage reviews, disaster response efforts, and drainage concerns.
Assist with the review of floodplain development permits associated with building permits and capital improvement projects.
Other Job Functions
Manage the City’s Floodplain Map Repository for floodplain files and pertinent information including floodplain maps, elevation certificate records, flood studies, and other FEMA data.
Assist Stormwater Fund Administrator with the maintenance of the Stormwater Impervious Cover Database in GIS.
Knowledge, Skills, and Abilities
Knowledge of modern office procedures, methods, and equipment including computers and their application to engineering administration and data management.
General knowledge of surveying practices and procedures and surveying law.
Skill in the use of Geographic Information Systems (GIS) and Computer Aided Design (CAD).
Skill in the use of standard PC-based programs, such as Word, Excel, and Access.
Skill in communication with other City employees and the public through oral and written means.
Skill in making mathematical computations.
Ability to read and interpret engineering plans, field notes, and construction specifications.
Ability to read topography maps and assess drainage patterns and conditions.
Ability to create clear, concise reports regarding engineering issues.
Ability to receive detailed information through oral communication.
Ability to organize and coordinate materials, information, and resources associated with stormwater and floodplain projects
Ability to use independent judgment and make sound decisions.
Ability to work in a fast-paced environment and adaptable to change in support of engineering staff.
Ability to perform a variety of physical skills including, but not limited to, holding, seeing, calculating, and writing.
Ability to operate a variety of office equipment including, but not limited to, PC, and calculator.
Ability to work in both indoor and outdoor environments.
Ability to operate a motorized vehicle.
Qualifying Education and Experience
Two years of college with course work in science, mathematics, geographic information systems (GIS), surveying, or engineering
Two years related work experience; OR any equivalent combination of education and experience.
Experience with a municipality preferred, but not required.
Designation as a TFMA Certified Floodplain Manager (CFM) is preferred, but not required.
