Job summary

Huntington Ingalls Industries in Virginia Beach and Norfolk seeks an NCTE Engineering Technical Lead to guide Live, Virtual, and Constructive training events for the Navy. You will lead system integration, analyses, and IPTs, translating requirements into DoDAF-compliant architectures using Visio and MS Office.

The role requires a BS in CS/CE, 6–8 years of related experience, a current US Secret clearance, and a CompTIA Security+ certification; Navy systems experience is desirable.

Qualifications

  • Bachelor's degree in Computer Science, Computer Engineering or related discipline plus 6 to 8 years of related experience.
  • Educational requirements may be adjusted or waived for candidates with more than 8 years of applicable work experience.
  • Experience working with Navy systems and/or commands is desirable but not mandatory.
  • Proficient in technical report writing.
  • CompTIA Security+ certification is required.
  • Must currently hold and be able to maintain a US Secret clearance.

Responsibilities

  • Perform technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems.
  • Conduct analyses at all levels of the system product: concept, design, fabrication, test, installation, operation, maintenance, and disposal.
  • Translate customer or product requirements into total system solutions that acknowledge technical, schedule, and cost constraints.
  • Perform functional analysis, timeline analysis, detail trade studies, requirements allocation, and interface definition studies.
  • Serve as Engineering Technical Lead for NCTE training events, collaborating with operational event leads and engineering departments.
  • Build integrated project teams (IPTs) and manning plans to support NCTE training events.
  • Design architectures for specific training event requirements, documenting them with DoDAF SV-1 and SV-2 diagrams using Microsoft Visio.
  • Monitor the health and status of training events during execution and direct IPT activities to address technical issues.
  • Troubleshoot LVCt system‑related issues and ensure training event system interfaces meet documented interface standards.

Job Overview

The position of Navy Continuous Training Environment (NCTE) Engineering Technical Lead supports Live, Virtual, and Constructive (LVCt) training events for the Navy. Located in Virginia Beach, VA and Norfolk, VA customer sites, the role requires technical leadership in planning and execution of LVCt events.

Essential Responsibilities

Preferred Requirements
  • Demonstrated technical leadership ability during LVCt event execution.
  • Excellent written and verbal communication skills at all organizational levels.
  • Familiarity with MS Office and Visio applications.
  • Knowledge of Linux and Windows operating systems.
  • Familiarity with networking concepts, architectures, and transport technologies (e.g., TCP/IP).
  • Knowledge of Distributed Simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS) is desired.
  • Knowledge of Navy C4I tactical systems such as Link16 and GCCS is desired.
Physical Requirements

Office, industrial, or shipboard environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances. Lifting and moving materials may be required.
