Job summary

The Town of Berthoud seeks a Civil Engineer to perform professional level engineering review work, develop and review standards, and participate in floodplain and stormwater management. You will review development plans, inspect construction, and manage MS4, Development Agreements, and SYNCHRO models.

Requirements include a Bachelor’s in civil engineering, PE licensure, and CFM or ability to obtain within 6 months, with 3 years of related experience and supervisory experience preferred.

Qualifications

• Bachelor’s degree in civil engineering or related field.
• PE license or ability to obtain within 6 months.
• CFM certification or ability to obtain within 6 months.
• 3 years of related experience in a similar size organization.
• Supervisory experience preferred.

Responsibilities

• Review private development plans for conformance with water/sewer/roadway standards.
• Participate in development construction inspections and coordinate with departments.
• Manage the MS4 stormwater program and annual reporting.
• Prepare Development Agreements and manage surety requirements.
• Present findings to planning commission and town board.
• Manage the SYNCHRO Intersection model and keep data current.
• Act as Floodplain Administrator for the town.
• Coordinate capital improvement projects when needed.
• Serve on boards/commissions and stay current on trends.
• Perform other duties as assigned.

Summary

Under supervision of the Community Development Director, performs professional level engineering review work for the Town inclusive of development review, developing and reviewing engineering standards, performing construction inspections, and participating in floodplain and stormwater management.

Essential Duties and Responsibilities

The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.

• Performs review of private development plans including water, sewer, storm water drainage, non-potable irrigation, and roadways; provision for dry utilities; reviews drawings and specifications for public improvements for conformance with generally accepted engineering standards and Town Code requirements. Reviews engineering reports, development plans and submittals. Participates in development review meetings. Collaborates with many community departments and external stakeholders.
• Participates in development construction inspections and coordinates with applicable community departments and external stakeholders to ensure the construction project and outcomes are consistent with approved plans. Provides oversight to construction inspectors.
• Manages the Town’s Stormwater Management (MS4) program including engagement and educational opportunities, inspections, reporting, issuance of compliance notices, and the preparation of an annual report to the State of Colorado.
• Manages the preparation of Development Agreements inclusive of reviewing budgets and exhibits prepared by developers, coordination with developers on delivery of budgets and exhibits, for example. Manages the surety requirements inclusive of expiration and replacement during the warranty period.
• Prepares and presents findings regarding proposed development to the planning commission and town board. Independent of land use matters, prepares and presents agenda items to the planning commission and the town board of trustees. Prepares and presents staff reports and other necessary correspondence.
• Manages the Town’s SYNCHRO Intersection model. Collaborates with developers and Town Departments to ensure data is current.
• Acts as the Floodplain Administrator
• May coordinate the design and construction of capital improvement projects, as needed. Reviews plans and cost estimates for public projects.
• Participate on a variety of boards and commissions; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community and regional engineering. Collaborate with neighboring communities and Counties regarding regional issues.
• Perform all other duties as may be assigned.

• An individual should have a working knowledge of typical office software systems

Education/Experience and Licenses

Any combination of education and experience that demonstrates the ability to perform the essential job duties may be considered. A typical way to demonstrate this ability would be:

• Bachelor’s degree in civil engineering or related field
• Registration as a Professional Engineer (PE)
• Certified Floodplain Manager (CFM) or ability to obtain within 6 months of hire
• Three years of related experience in an organization of similar size and complexity
• Supervisory experience is preferred
