Job summary

Town of Fuquay-Varina is seeking a Staff Engineer to lead planning, design, construction, and project management of a range of public works and utility projects. The role requires professional engineering expertise, independent judgment, and interaction with residents, contractors, and agencies.

The ideal candidate will manage stormwater and floodplain reviews, oversee design and inspections, and coordinate with Town staff on capital improvements and regulatory compliance.

Qualifications

Job description

The Staff Engineer position performs professional engineering work participating in the planning, design, construction, and project management of a variety of public works and utility projects in the Town and the ETJ. An employee in this class works as a professional / certified engineer and performs project management, stormwater and floodplain management plan review and design, in addition to review of design and inspections of engineering projects as needed in areas such as such sidewalk, parking lot, parks, greenways, road widening, water and sewer lines, and related infrastructures. The employee is responsible for providing independent application of technical civil engineering knowledge, work includes tasks such as research and design of projects or providing oversight to external design, dealing with the public on floodplain and stormwater management issues and complaints, oversight of construction of infrastructure, representation of the Town with other local, state and/or federal agencies. The employee exercises considerable judgment and independence of action including contacts with citizens, contractors, and developers as well as other Town staff.

Work is performed under the general supervision of the Engineering Director and is evaluated based on conferences, review of completed work and records, and observation of demonstrated skills.

• Reviews construction plans and related documents (soil reports, engineering calculations, etc.) for compliance with Town standard specifications, adopted technical codes, State and Federal regulations, etc.; works with architects and engineers to affect required corrections.
• Serves as Town project manager on a variety of Town projects or components such as sidewalk, parking lot, parks, greenways, road widening, water and sewer lines, and related infrastructures.
• Designs or reviews projects including administration of the bidding process and seals plans with PE stamp as necessary; prepares engineering studies and reports.
• Reviews proposed development plans for compliance.
• Reviews funding requests for projects and authorizes change order and payment
• Represents the Town and attends local and regional meetings to advocate for the Town’s needs and priorities; establishes and maintains collaborative working relationships with state and federal agencies and other local units of government.
• Serves as stormwater and floodplain management officer for the Town; conducts public education and outreach activities; investigates complaints; assures projects meet required standards.
• Designs engineering projects that expand and enhance the Town’s systems; oversees design, budget, and permitting for projects.
• Responds to requests for information from citizens, realtors, developers, and other interested parties for issues relating to Town projects; responds to a variety of citizen complaints, resolves conflicts with developers, contractors, and the general public.
• As needed, provides professional engineering consultation to the Town Council and Town Manager regarding capital construction and engineering projects.
• Maintains records and reports of work inspection activities, plans, and related information.

• Thorough knowledge of principles, practices, and methods of engineering as applied to the planning, analysis, design, and construction of assigned projects.
• Thorough knowledge of applicable laws, regulations, guidelines, standards, and codes related to the design and construction of structures and developments; of methods, materials, and techniques used in the construction projects, and of design and legal requirements of assigned systems.
• Thorough knowledge of the principles of project management and public financing, contracting, and budgeting, and of local, State, and Federal laws and regulations impacting area of assignment.
• Thorough knowledge of Town ordinances regarding development.
• Thorough knowledge of State and federal environmental and stormwater rules and regulations.
• Thorough knowledge of engineering mathematics and computer applications and ability to make complex engineering computations, including estimating time and materials' costs.
• Ability to effectively negotiate and represent the Town and to prepare and administer construction and development agreements.
• Ability to analyze engineering problems and interpret and explain complex engineering criteria to lay persons.
• Ability to communicate clearly and concisely, both orally and in writing
• Ability to perform complex professional engineering work with a minimum of supervision.
• Ability to effectively resolve citizen complaints and problems on the job site.
• Ability to provide clear, concise, and professionally sound consultation on public utilities, public works, and engineering issues.
• Ability to prepare comprehensive and concise technical reports, to make effective public presentations, and to communicate professionally and effectively with members of the public, the development community, and staff of other public agencies.

• Thorough knowledge of the principles and practices of civil engineering as related to the preparation of plans and specifications in the area assigned;
• Thorough knowledge of modern methods and techniques as applied to the planning and design of infrastructure projects; comprehensive knowledge of the principles and practices of contract negotiations and administration;
• Comprehensive knowledge of applicable laws, regulations and standards related to the design and construction of structures;
• Comprehensive knowledge of engineering cost estimating;
• Thorough knowledge of CADD and/or GIS software;
• Ability to perform or oversee difficult engineering computations and to make comprehensive recommendations on engineering problems and planning;
• Ability to manage multiple complex projects;
• Ability to establish and maintain effective working relationships with Town officials, employees, contractors and the general public;
• Ability to communicate complete ideas effectively, orally and in writing;
• Ability to perform complex cost calculations.

Physical Requirements

• Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, reaching, crouching, standing, walking, grasping, fingering, talking, hearing, and repetitive motions.
• Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
• Must possess the visual acuity to compile and compute data and statistics, inspect work for quality of methods and materials, operate a computer terminal, do extensive reading, and use measuring devices.

Education and Experience

• Bachelor’s Degree in assigned field of engineering and considerable experience as a P.E. that demonstrates successful work as a professional engineer in the area of assignment, or an equivalent combination of experience and education.

Special Requirement

• Possession of a valid North Carolina driver's license.
• PE License is preferred.
