The Engineering Supervisor is a critical leadership position responsible for the planning and design approval of all public infrastructure within the City of Wentzville. This role involves managing a team of engineering professionals, collaborating with internal and external stakeholders, and ensuring projects comply with all applicable codes and regulations. The ideal candidate will be a highly motivated and experienced engineer with a proven track record of successful project management and team leadership.

Essential Job Duties:

• Support the City’s construction inspectors and project managers during the construction phase of Engineering permits and capital improvement projects.
• Oversee the planning, coordination, and design approvals for private developments and public infrastructure projects.
• Ensure that private development is planned and designed to meet applicable codes and requirements.
• Ensure that capital improvement projects are planned and designed to meet City standards and goals, and ensure that appropriate goals, budgets, and schedules are established for these projects.
• Organize departmental programs and processes, set work priorities, and establish tasks for the team.
• Review all residential and commercial development plans and internal public works projects.
• Provide engineering design and construction support to other City divisions and departments.
• Advise as to the development of new standards and procedures and updates to the existing standards in the City’s Engineering Design Criteria and Standard Specifications and Construction Details.
• Plan and design the City’s capital improvement program for roadway and sidewalk projects.Assist with the design, coordination, and construction of other City capital improvement projects, as required.
• Coordinate data collection and maintain accuracy and relevance of the City’s ADA transition plan for the City’s rights of way.Coordinate with Department staff for the efficient and appropriate implementation of improvements required through this plan.
• Oversee all traffic operations studies performed internally, including stop sign warrant analyses, speed studies, traffic impact studies, and traffic signal coordination timing analyses.
• Assist with the preparation and monitoring of the engineering budget, seeking program efficiency and fiscal responsibility.
• Address engineering-related and infrastructure-related concerns from residents and businesses within the city.
• Provide technical expertise to team members and guidance to address functional objectives, as required.
• Participate in simple and complex projects as required, contributing to multiple projects simultaneously as necessary.

Qualifications:

• Bachelor’s degree in Civil Engineering or a related field required.
• Additional experience in the field may be considered in lieu of a degree.
• Minimum of 5 years of experience in Civil Engineering, Public Works, Construction, or a similar work environment required.
• Additional job-related advanced degrees or certifications may be considered in lieu of experience.
• Valid driver’s license required.
• Missouri Professional Engineer License, or the ability to obtain within 12 months of employment required.

Knowledge, Skills, and Abilities – May be representative, but not all-inclusive, of those knowledge, skills, and abilities commonly associated with this position.

• Thorough understanding of public infrastructure for both design and construction of streets, sidewalks, traffic signals, storm sewers, sanitary sewers, and water distribution infrastructure.
• Knowledge of hydraulics, hydrology, water quality, wastewater treatment, and water resources.
• Working knowledge of the City’s policies, Municipal Code, Engineering Design Criteria, and Standard Specifications and Construction Details.
• Up-to-date knowledge of industry design trends.
• Proficiency in use of basic business software (word processing, spreadsheets, email, presentations), software adopted by the City for daily functions (e.g., Paycom, MinuteTraq, and SmartGov), AutoCAD, Bluebeam, and ArcGIS software, as well as basic knowledge of office equipment and machines.
• Ability to lead, monitor, and supervise employees to achieve goals that contribute to individual and organizational success.
