Job Description

The Senior Parks Construction Technician is an experienced individual contributor who leads, trains, and performs complex semi-skilled and skilled maintenance and construction projects across City parks. Exercising independent judgment, this position determines the appropriate personnel and equipment needed for field operations, safely operates medium-to-heavy machinery, executes concrete and trade work, and assists the Construction Foreman with project planning and quality control.

Key Responsibilities

Leadership & Field Supervision

• Lead Field Operations: Direct day-to-day crew activities, delegate tasks based on workload, and coordinate workflow on job sites.
• Train & Coach Staff: Instruct crew members on proper maintenance, trades work, and safe equipment operation; evaluate work quality and skill levels.
• Assist Foreman: Coordinate major renovation and capital improvement projects, develop work plans, estimate materials, track timelines, and monitor contractor work.

Trade & Construction Work

• Blueprint & Site Layout: Read and interpret blueprints, plans, layouts, and grading specs for new construction.
• Concrete & Masonry: Perform site prep, excavation, formwork, reinforcement, pouring, finishing, and curing for flatwork, foundations, driveways, and footings; execute block, brick, and stone masonry.
• General Trades & Park Construction: Perform carpentry, plumbing, electrical, and painting duties to construct and repair boardwalks, playgrounds, bridges, restrooms, buildings, multi-purpose trails, and drainage systems.

Playground Installation

Assemble and install major playground equipment in strict compliance with Consumer Product Safety Commission (CPSC) standards and manufacturer guidelines.

Equipment Operation & Maintenance

• Heavy Equipment Operation: Safely operate excavators, skid loaders, tractors, dump trucks, and pickup trucks with trailers for grading, trenching, hauling, and material placement.
• Maintenance & Repair: Troubleshoot, diagnose, and repair malfunctioning equipment; execute preventive maintenance programs to prolong machinery and facility lifespans.

Project Administration & Logistics

• Work Orders & Planning: Determine material and equipment needs for work orders, prioritize tasks, maintain work logs, and track daily project records.
• Compliance & Quality: Ensure all construction projects meet applicable building codes, safety regulations, and environmental controls.
• Event & Facility Support: Oversee setup/teardown for city special events and festivals; direct staff to keep park restrooms and facilities clean and safe for public use.

Qualifications

Job Qualifications – Education, experience, and training that are required or desirable in order to effectively perform the job at the time of hire. • Minimum of five years of experience in construction, maintenance or one of the building trades required, two years in a leadership role preferred.
• Job-relevant certification/license, vocational/technical program completion, or completion of apprenticeship required.
• College-level course work that includes business, construction management, or a related field from vocational/technical school preferred.
• Additional job-related advanced degrees or certifications may be considered in lieu of experience.
• Journey-level experience in construction, maintenance or related trade required.
• Experience in interpreting and working from construction blueprints and/or specifications required.
• Must possess or be able to obtain a First-Aid/CPR certification within one year of hire date.
• Class A CDL with airbrake endorsement preferred, or ability to obtain within 180 days of employment required.
• Valid driver’s license is required upon hire.
• Certified Playground Safety Inspector (CPSI) certification desired.
• Additional training or experience in electronic control systems, security systems, and/or welding and fabrication desired.
• Bucket Truck Operations certification required within one year of hire.
