City of Northampton seeks an Engineering Superintendent to lead the Engineering Division, supervise staff, and manage design and construction of city infrastructure. The role includes capital planning, grant work, contract development, and coordination with regulators to ensure compliance.
The ideal candidate has a bachelor’s degree in engineering or related field, 5–7 years of project management and supervisory experience, and knowledge of AutoCAD and GIS.
This position is responsible for performing professional project management and administrative work relating to the design, construction and maintenance of all city Public Works projects, for supervising all Engineering Division personnel, and for performing administrative work assisting the Director of Public Works in project planning and project management for all Divisions of the Department.

Under administrative direction, works from municipal policies and objectives; individual establishes short-range plans and objectives, own performance standards and assumes direct accountability for department results. Consults with supervisor only where clarification, interpretation, or exception to municipal policy may be required. The employee is expected to attempt to resolve conflicts which arise and coordinate with others as necessary.
Employee is accountable for the direction and success of all work accomplished through others. The employee is responsible for analyzing program objectives, determining the various work operations needed to achieve them, estimating the financial and staff resources required, reporting periodically on the achievement and status of the program objectives and recommending new goals.
Guidelines only provide limited guidance for performing the work. These guidelines may be in the form of administrative or organizational policies, general principles, legislation or directives that pertain to a specific department or functional area. Extensive judgment and ingenuity are required to develop new or adapt existing methods and approaches for accomplishing objectives or to deal with new or unusual requirements within the limits of the guidelines or policies. The employee is recognized as the department or functional area’s authority in interpreting the guidelines, in determining how they should be applied, and in developing operating policies and practices.
The work consists of employing many different concepts, theories, principles, techniques and practices relating to an administrative field. Assignments typically concern such matters as studying trends in the field for application to the work; assessing services and recommending improvements.
Relationships are constantly with co-workers, the public and with groups and/or individuals who have conflicting opinions or objectives, diverse points of view or differences where skillful negotiating and achieving compromise are required to secure support, concurrence and acceptance or compliance; OR one-on-one relationships with a person who may be under severe stress, where gaining a high degree of persuasion may be required to obtain the desired effect. The employee may represent to the public a functional area of the municipality on matters of procedures or policy where perceptiveness is required to analyze circumstances in order to act appropriately.
Employee has regular access at the departmental level to a wide variety of confidential information, including personnel records, client records, medical information, court documents and sensitive financial records.
Bachelor’s degree in engineering, environmental science or related field; five to seven years of project management experience; five to seven years of personnel supervisory experience; equivalent combination of education and experience. Massachusetts Professional Engineer License, Construction Supervisor’s License, and/or Project Management Professional Certification preferred. Massachusetts Certified Public Purchasing Official Certification required. Valid Driver’s License required.
Knowledge: Knowledge of AutoCAD, Microsoft Office Suite and Google Suite; knowledge of local, state and federal laws and regulations governing municipal infrastructure; knowledge of Massachusetts procurement requirements.
Abilities: Ability to understand, explain and apply rules, regulations, policies, procedures, standards and guidelines governing public infrastructure; ability to communicate effectively both verbally and in writing with employees, consultants, other governmental agency representatives, City officials and the general public; ability to keep detailed notes and records; ability to make decisions and create solutions to problems; ability to manage personnel effectively.
Skills: Interpersonal skills; skilled in using AutoCAD, GIS, project or work order management systems and/orother design or data management programs utilized by Engineering Division; skilled in using relevant tools and equipment.
The work is performed in an office environment or in the field. When in the field, working conditions involve occasional exposure to intermittent machine or related noise or a combination of unpleasant elements such as odors, chemical fumes, dust, smoke, heat, cold, oil, dirt or grease. Work may require emergency response outside of normal business hours in all weather conditions. May be required to weigh competing and concurrent demands under deadline pressures. Travel, particularly during adverse weather conditions, may be required.
Physical Skills:Administrative work is performed in an office setting requiring sitting, standing, walking and stooping. May be required to lift objects such as files, boxes of papers, office supplies, and office equipment weighing up to 30 pounds. When in the field, work requires moderate physical strength and effort, such as travel on foot over rough terrain or construction sites. In addition, standing or walking for the full day may also be involved.
Motor Skills:The work may involve assignments requiring application of hand and eye coordination with finger dexterity and motor coordination.
Visual Skills:Essential position functions require the ability to routinely read materials for general understanding and analytical purposes and the ability to view documents and spreadsheets on a computer monitor. In addition, essential position functions require the ability to operate a motor vehicle and require good close, distant, color and peripheral vision and depth perception at correctable ranges.
