Careerwebsite seeks a Civil Engineer to support Everett, MA infrastructure upgrades under the Director of Engineering. The role combines office planning with field verification for water, sewer, roads, and parks, guiding multi-year improvements and ensuring city standards are met.
You will develop plans, review drawings, assist with procurement and grants, and coordinate with consultants and agencies to deliver complex public works projects on schedule.
Under the general direction of the Director of Engineering, this position will contribute to the long-term planning and implementation of City infrastructure improvements to upgrade aging systems and right size infrastructure anticipated for future development. The position will include office and field work. Assignments will require knowledge of construction principles and an understanding of subsurface infrastructure and public utilities.

Bachelor’s degree in Civil Engineering, and 5-7 years’ practical design/field experience in civil engineering, architecture, land use planning or related field; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Advanced knowledge of the philosophies, principals, practices & techniques of civil engineering and public infrastructure. Knowledge of construction standards and building codes. Knowledge of principles, methodology, practices of research and data collection. Experience with public utility projects preferred. Knowledge of effective writing and verbal communication techniques. Knowledge of computer programs and applications used in an office setting, which may include Microsoft Office suite, design software (e.g., Civil 3D, InfraWorks, ArcGIS), and data management. Experience collaborating with planners on transportation planning, environmental planning, land use planning/zoning, urban design, housing, and/or economic development is a plus.
Project management of complex, often multi-year projects involving multiple vendors and stakeholders. Excellent oral and written communication skills for preparing and presenting reports and projects. Excellent visual skills in developing maps to convey key data and geographic trends. Skills and experience with graphic software (Illustrator, InDesign, Photoshop, SketchUp) or traffic modeling (Synchro) is a plus. Excellent interpersonal skills for facilitating relationships with elected/appointed officials or other decision-makers. Creative problem-solving skills to gather relevant information to solve less well- defined planning problems. Group facilitation skills for use with community workshops. Ability to work on several projects or issues simultaneously. Ability to manage projects effectively and meet firm deadlines. Ability to facilitate in-person and virtual public participation activities.
Ability to read and interpret detailed plans and specifications. Ability to analyze complex technical issues and to develop relevant and realistic plans, programs, and recommendations. Ability to establish and maintain effective working relationships with department staff, other municipal departments, organizations, and contractors. Ability to adhere to policies and procedures. communicate in-person, via phone, email and in writing and make impartial decisions. Ability to explain complex information in a manner that can be understood by all.
Work effort principally involves maintaining a stationary position in an office to perform work tasks, with intermittent periods of movement to traverse worksite and field locations. There may also be some regular transport of objects such as office supplies and laptop. Work will require some agility and physical strength, such as moving independently in or about construction sites or over rough terrain. The role requires outdoor work in all weather conditions, including cold, wet, and windy environments, and travel between work areas in the City.
Must be able to operate a personal computer and move about to access standard office equipment. Must be able to independently detect, determine and assess site conditions for project planning, oversight and compliance.
