Job summary

J MAR & Associates is seeking an experienced Project Manager - Midstream Engineering to plan, lead, and deliver capital, growth, operational, and maintenance projects across natural gas gathering, processing, and pipeline infrastructure from development to closeout.

The role requires 5+ years in midstream engineering, managing gas facilities, pipelines, compression, and related systems, with office-based work in Houston and travel to field assets.

Qualifications

  • Bachelor’s degree in Chemical, Mechanical, Civil, or a closely related engineering discipline.
  • 5+ years of progressive engineering experience working for a midstream operator.
  • Experience managing natural gas processing, pipelines, compression, treating, measurement, control-system, or related midstream infrastructure projects.
  • Demonstrated experience managing projects through full lifecycle including scoping, estimating, engineering, procurement, contracting, construction, commissioning, startup, budgeting, and regulatory compliance.
  • PMI/PMP certification is a plus.

J MAR’s client, a well-capitalized, entrepreneurial midstream energy company with a proven history of successfully building, operating, and monetizing midstream assets, is seeking an experienced Project Manager - Midstream Engineering to plan, lead, and deliver capital, growth, operational, and maintenance projects across its expanding natural gas gathering, processing, and pipeline infrastructure.

This position will manage projects from initial development and scope definition through engineering, procurement, construction, commissioning, startup, and closeout. Project scope may include natural gas processing facilities, pipelines and related infrastructure, measurement and control systems, gas treating and compression facilities, pressure vessels, heat exchangers, pumps, storage and handling facilities, and associated process equipment.

The ideal candidate will have current/recent experience working for a midstream operator, including: midstream natural gas facilities, midstream greenfield and brownfield capital project experience, and midstream facilities construction management.

LOCATION & TRAVEL
  • This position is office-based at the company’s corporate headquarters in Houston, Texas.
  • Travel to the company's Williston, North Dakota area field office and operating assets is expected.
RESPONSIBILITIES
Project Planning, Execution & Controls
  • Plan, direct, and manage small-to-medium capital, growth, operational, and maintenance projects from initial development through completion.
  • Lead project scope development, engineering, estimating, budgeting, scheduling, procurement, construction, commissioning, startup, and closeout activities.
  • Develop clear scope definition documents, bid instructions, procurement packages, and project execution plans.
  • Establish and maintain project schedules, including critical-path activities, milestones, deliverables, resource requirements, and cross-functional coordination.
  • Develop project cost plans covering estimating, budgeting, forecasting, cost control, financial reporting, and assessment of scope changes.
  • Monitor project performance and recommend schedule adjustments, cost revisions, resource additions, or execution changes when necessary.
  • Develop, implement, and administer scope control and change-management procedures, including formal Management of Change processes.
  • Prepare and present regular project updates for executive leadership, project teams, and other key project participants.
Engineering & Technical Oversight
  • Manage engineering and project activities involving natural gas processing facilities, pipelines and related facilities, measurement and regulation systems, gas treating and compression facilities, storage and handling facilities, and associated process equipment.
  • Coordinate projects involving SCADA, distributed control systems, programmable logic controllers, pressure vessels, heat exchangers, compressors, pumps, coolers, and other processing equipment.
  • Review and interpret engineering drawings, construction specifications, technical studies, permits, contracts, bid documents, regulatory requirements, and other project documentation.
  • Provide technical and engineering guidance related to project design, material selection, construction, operations, regulatory compliance, and asset performance.
  • Lead or participate in Process Safety Management activities, including HAZOPs, Pre-Startup Safety Reviews, pressure safety valve studies, equipment inspections, and other safety and regulatory reviews.
  • Apply practical engineering judgment and project-management discipline to identify risks, evaluate alternatives, and resolve technical or execution issues.
Construction, Commissioning & Field Coordination
  • Oversee construction activities through mechanical completion, pre-commissioning, commissioning, startup, and project closeout.
  • Ensure projects meet established requirements for safety, technical quality, reliability, schedule, scope, and cost.
  • Coordinate closely with Operations and Construction teams to resolve field issues and support successful project execution.
  • Manage external engineering firms, vendors, contractors, subcontractors, and other project resources.
  • Support field operations through construction, commissioning, startup, inspections, and project closeout while providing engineering expertise as needed.
Cross-Functional Leadership
  • Serve as the primary liaison for Engineering, Operations, Construction, Supply Chain, leadership, contractors, vendors, customers, regulatory agencies, and other project participants.
  • Lead project meetings, facilitate decisions, document action items, and maintain clear accountability across project teams.
  • Coordinate internal and external resources to ensure timely completion of project deliverables.
  • Develop strong working relationships across multiple disciplines and organizational levels.
  • Communicate technical, financial, scheduling, and operational information clearly to both technical and nontechnical audiences.
  • Identify opportunities to improve project execution practices, processes, systems, and team effectiveness.
EDUCATION & EXPERIENCE
  • Bachelor’s degree in Chemical, Mechanical, Civil, or a closely related engineering discipline.
  • Must have 5+ years of progressive engineering experience working for a midstream operator.
  • Experience managing natural gas processing, pipeline, compression, treating, measurement, control-system, or related midstream infrastructure projects.
  • Demonstrated experience managing projects through the full lifecycle, including scoping, estimating, engineering, procurement, contracting, construction, commissioning, startup, budgeting, cost control, and regulatory compliance.
  • Strong understanding of midstream processing facilities, pipeline design and construction, gas treating and compression facilities, pressure vessels, process equipment, and controls and monitoring systems.
  • Project Management Professional (PMP) certification is a plus.
  • Experience coordinating multidisciplinary project teams and managing relationships with internal and external project participants.
  • Experience preparing and administering scopes of work, contracts, technical reports, engineering studies, policies, procedures, and project correspondence.
  • Functional knowledge of Aspen HYSYS, BR&E ProMax, PipeSim, or similar process-simulation software is a plus.
KNOWLEDGE, SKILLS & ABILITIES
  • Strong project management fundamentals with the ability to balance scope, schedule, cost, quality, risk, resources, and business objectives.
  • Ability to identify and manage the activities, deliverables, and resources required during feasibility, pre-FEED, FEED, design, construction, commissioning, and startup.
  • Understanding of project execution plans, statements of work, work breakdown structures, project controls, interface management, procurement, contracting, risk management, and quality assurance.
  • Strong technical judgment and the ability to interpret engineering drawings, specifications, regulations, codes, standards, permits, contracts, and technical documentation.
  • Demonstrated ability to influence cross-functional teams and obtain cooperation from individuals who may not report directly to the position.
  • Excellent written, verbal, presentation, and relationship-management skills.
  • Strong analytical, organizational, decision-making, and problem-solving abilities.
  • Ability to manage multiple priorities independently while maintaining accountability for project results.
  • Commitment to safe work practices, regulatory compliance, operational reliability, and continuous improvement.
  • Proficiency in Microsoft Excel, Word, PowerPoint, Project, and related project-management tools.
