The Engineering Program Manager (EPM) provides management, technical, and advisory leadership for Charlotte Water’s Pipeline Renewal Program in the Field Operations Division of Charlotte Water. This position provides management duties for projects and programs within CLTWater, ensuring compliance and ranging from advisory to technical in nature. The role spans the entire project life-cycle—from strategic planning and preliminary design through bidding, construction, and close-out—and includes responsibility for budgeting, scheduling, quality control, staff supervision, stakeholder coordination, and change management. Work is performed in collaboration with other CLTWater divisions and City departments to ensure water- and wastewater-main rehabilitation projects are delivered safely, on time, and within budget.
The salary for this position is: $111,072.60-$123,413.99, Commensurate with Experience

The work is light work and requires applying 10 pounds of force frequently exerting up to 20 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: climbing, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, mental acuity, pulling, pushing, repetitive motion, speaking, standing, stooping, visual acuity in data/color/observations/equipment/inspections, and walking.
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs. Requires occasional on-call emergency work.
