Role Description

The Engineering Manager for Intelligent Transportation Systems (ITS) is a full-time, on-site role based in Chicago, IL, responsible for planning, overseeing, and optimizing technology-driven transportation projects across the city’s roadways and transit corridors. This role leads a team of engineers and technical staff in the design, implementation, and maintenance of ITS infrastructure, including traffic management systems, sensors, communications networks, and related software platforms. The Engineering Manager coordinates daily activities such as reviewing project plans, monitoring system performance, prioritizing maintenance and upgrades, and ensuring compliance with local, state, and federal standards. This position collaborates closely with other city departments, external agencies, and vendors to improve safety, mobility, and reliability through data-informed decision making. The role also includes preparing reports and budgets, managing contracts, mentoring team members, and communicating project status and impacts to leadership and community stakeholders.

Qualifications
  • Demonstrated experience in transportation engineering, traffic operations, or intelligent transportation systems, including oversight of complex technology and infrastructure projects.
  • Proficiency with ITS tools and concepts (e.g., traffic signal systems, central control software, field devices, communication networks, data collection and analytics) and related industry standards.
  • Strong project and people management skills, including team leadership, scheduling, resource allocation, and cross-functional collaboration.
  • Ability to interpret engineering plans, specifications, and technical documentation, and to ensure compliance with applicable codes, regulations, and safety requirements.
  • Effective written and verbal communication skills for reporting, stakeholder engagement, and presenting technical information to non-technical audiences.
  • Bachelor’s degree in Civil Engineering, Electrical Engineering, Transportation Engineering, or a closely related field; advanced degree or professional licensure (e.g., PE) is preferred.
  • Experience working in or with public agencies or municipal environments, with a commitment to equitable, data-driven, and community-focused service delivery.
  • Ability to work on-site across different field locations in Chicago, including occasional inspections,
