Job summary

Coconino County is seeking an Engineering Division Program Manager III to provide leadership and oversight of engineering permit applications and projects. You will coordinate with multiple departments, staff, consultants, and stakeholders to ensure consistency, regulatory compliance, and timely delivery.

The ideal candidate has a Civil Engineering degree with supervisory experience, strong communication and problem-solving skills, and the ability to manage complex programs across divisions.

Qualifications

  • Bachelor's degree in Civil Engineering and four years of civil engineering experience, including two years supervisory experience.
  • Associate degree in Civil Engineering and five years of civil engineering experience, including two years supervisory experience.
  • Any equivalent combination of education, training and experience demonstrating the ability to perform the duties.

Job description

Nature of Work

Under general supervision performs development services-related engineering work of considerable difficulty in the review and coordination of Community Development projects; performs related work as assigned.

Community Development is seeking interest from qualified employees for the position of Engineering Division Program Manager III.

This position provides an opportunity for an experienced professional to take on a significant leadership role within the Engineering Division and contribute to the management, development, and continuous improvement of engineering and related programs.

Position Overview

The Program Manager III will be responsible for providing leadership and oversight of CD and FCD engineering permit applications and projects. The position requires the ability to manage complex issues, coordinate multiple Departments, provide direction to staff, and ensure that projects are administered effectively, consistently, and in accordance with applicable local, state, and federal regulations.

The successful candidate will be expected to work collaboratively with division and department leadership, internal departments, consultants, contractors, applicants, and members of the public.

Typical Duties
  • Providing leadership, direction, and oversight for assigned engineering applications and projects.
  • Managing complex projects involving multiple departments, stakeholders, and community partners.
  • Coordinating engineering activities with planning, building, permitting, public works, and other applicable divisions.
  • Developing and implementing policies, procedures, and program improvements.
  • Evaluating existing processes and identifying opportunities to improve efficiency, consistency, and customer service.
  • Reviewing technical and regulatory issues and developing recommendations for management.
  • Providing guidance and mentoring to professional, technical, and support staff.
  • Representing the Engineering Division in meetings with internal and external stakeholders.

Essential functions include but not limited to driving, standing, walking, sitting, lifting, and carrying (up to 20 lbs.). Pushing and pulling (up to 20 lbs.), working with and around others, working alone, working with interruptions, repetitive motion hand/ wrist/ elbow/ shoulder, vision acuity (near/ far/ color vision) for inspections, hearing and speech for ordinary conversation, touch for working with electrical/ mechanical systems. Environmental factors include working outside part of the time.

Minimum Qualifications

Bachelor's degree in Civil Engineering and four years of experience working in a civil engineering related position, including two years of supervisory experience; OR

Associate degree in Civil Engineering and five years of experience working in a civil engineering related position, including two years of supervisory experience; OR

Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position.

This position is non-exempt from overtime.

This position is safety sensitive.

Preferences

Arizona Floodplain Managers Association Certification.

  • Prepare and deliver presentations to various groups

  • Establish and maintain effective working relationships with employees, other agencies and the public
