Job description

Nature of Work

Under general supervision of the Flood Control District Administrator, performs civil engineering, project management, and supervisory work of considerable difficulty in managing capital projects and directing the activities of Flood Control District personnel. The District Engineer works closely with consulting engineering firms, supervises the District’s Hydrologist, and implements directives of the National Flood Insurance Program and the County’s Drainage Criteria Manual.

Typical Duties

Initiates and directs development of engineering plans, specifications, and cost estimates for in-house designs and consultant projects for the District.
Oversees both in-house and consultant-performed engineering and construction of District projects, including quality control and assurance activities as required.
Establishes schedule and budget for design and construction phases.
Acts as custodian of digital and paper records related to mapping, surveying, engineering, GIS databases, as-built plans, and legal instruments.
Conducts field inspections, provides quality assurance and construction administration for District-led projects.
Reviews, approves, and signs subdivision and site development plans and cost estimates for private flood-control related designs.
Develops policies and procedures, establishes design criteria, specifications, and engineering standards for the County’s Drainage Criteria Manual.
Holds public meetings to discuss flood-related improvements and projects.
Responds to flood emergencies.
Serves as Flood Director when required and oversees Flood Director/Flood Warning System.
Supports the Community Development Engineering Supervisor as directed.
Plans, organizes, and directs engineering activities related to floodplain administration, compliance with the National Flood Insurance Program, and management of District-defined local floodplains.
Inspects, studies, analyzes, and formulates proposals to address flooding issues within FEMA-designated floodplains and post-wildfire flood areas.
Prepares designs, technical reports, sketches, and drawings as needed.
Prepares procurement requests, evaluates submittals for adequacy, compliance, technical merit, and project approach.
Reviews design projects for regulatory compliance, economic benefit, value engineering, and sound engineering design.
Manages consultant services – scopes of work, proposal evaluation, contract management, and technical review of emergency plans.
Supports development of grant applications.
Represents the District with various agencies.
Represents the District in professional organizations and coordinates speaking engagements and outreach activities.
Leads update of the District’s Flood Mitigation Capital Improvement Plan and supports the annual budgeting process.
Evaluates, reviews, and guides District staff in daily activities.
Supervises the County Hydrologist and other employees as assigned.
Assists with defense of the District in civil tort liability matters, including expert testimony.
Serves as District Administrator when assigned.
Plans for reports on, and facilitates recovery from major flood and post-wildfire events in concert with the Administrator and the District Team.
Performs other job-related duties as assigned.

Minimum Qualifications

Must be a Registered Professional Engineer. If not registered in Arizona, must become so within 6 months or be eligible for reciprocity if registered in another state. Must become a Certified Flood Plain Manager within 18 months. Bachelor’s degree in civil engineering and five years of progressively responsible engineering experience with a strong background in hydrology & hydraulics, drainage, and flood control, including two years in a supervisory capacity; or an equivalent combination of education, training, and experience that demonstrates the ability to perform the duties of the position.

The Ideal Candidate

Brings a balance of in-depth hydrological engineering knowledge and practical experience, supervisory skills, and leadership vision. Demonstrates knowledge of a wide range of flood mitigation/control measures, including channels, storm drain systems, detention/retention basins, berms, and flood-retarding structures, and uses hydrological modeling tools such as FLO2-D and HEC-RAS. Has experience leading during flood emergencies and operating rain and stream gauges and flood emergency notification systems. Communicates effectively with elected officials, funding agencies, partners, and the public.
