City of Winchester is seeking a Division Manager for the Engineering Division to lead field projects, oversee budgets, and ensure conformance to specifications for municipal infrastructure.

The role requires a Bachelor's in civil engineering (Master's preferred), five years of municipal engineering experience with at least two in supervision, and professional licensure (Virginia PE) or the ability to obtain within one year, plus floodplain and stormwater certifications or equivalent within one

Qualificações

• Bachelor's degree required; Master's preferred.
• Five years of municipal-related engineering experience required, with a minimum of two years in a supervisory role.
• Possession of a valid Virginia PE license or ability to obtain within one year; Certified Floodplain Manager or ability to obtain within one year; Virginia Erosion and Stormwater Dual Combined Administrator certificate or ability to obtain within one year.

Responsabilidades

• Divisions Manager for the Engineering Division; lead field projects to ensure conformance to specifications.
• Prepare budget estimates and monitor annual operating budgets for the division.
• Oversee planning and completion of capital improvement projects within the City.
• Oversee design, project management, and inspection of City infrastructure including stormwater, water/sewer, traffic systems and buildings.
• Respond to inquiries and provide information on engineering projects and programs.
• Coordinate review of plans, designs and as-builts for development and capital projects.
• Assemble bid packages for capital projects.
• Serve as Program Administrator for Stormwater and Floodplain Management programs.
• Maintain records of acceptance of City water, sanitary sewer, storm sewer and streets.
