Job summary

Collins Aerospace, an RTX company, seeks a seasoned Proposal and Cost Estimating Lead in a hybrid role in Massachusetts to guide engineering cost estimates for DoD programs. You will coordinate with engineering, contracts, and pricing teams and ensure compliance with TINA and DoD processes.

The role requires a SECRET clearance, U.S. citizenship, and a university degree with extensive experience in cost estimating and DoD programs.

Qualifications

• EVMS or equivalent cost/schedule control experience.
• Experience developing, reviewing, and delivering Engineering cost estimates for DoD programs.
• Experience working across matrixed organizations including engineering, finance, contracts, supply chain, and pricing.
• Experience establishing cost estimating timelines, tracking progress, and communicating status during proposals.
• Active and transferable U.S. government issued SECRET clearance is required.
• U.S. citizenship required for security clearance eligibility.
• Typically requires a university degree with 8+ years of experience or an advanced degree with 5+ years.

Responsibilities

• Lead the development, integration, and delivery of Engineering cost estimates for proposals.
• Prepare compliant cost estimates and basis of estimates.
• Maintain and expand historical cost estimating databases for future bid reference.
• Plan and participate in cost reviews applying cost realism techniques.
• Collaborate with program managers, capture managers, and engineering leads to align estimates with scope, risk, schedule, and affordability.
• Ensure inputs meet DoD acquisition, cost estimating, and compliance requirements.
• Support cross-functional proposal development with Estimating & Pricing, Contracts, and Supply Chain.
• Provide guidance on proposal outlines and input formats for engineering costs.
