About Us

It’s the mission of the NC Department of Transportation to connect people, products and places safely and efficiently with customer focus, accountability, and environmental sensitivity to enhance the economy and vitality of North Carolina. We encourage you to consider joining NCDOT where our work not only serves the citizens of North Carolina but has an impact on our world through all modes of transportation.

Description of Work

Please note that all positions close at 12:00 AM on the posted closing date. You must apply by 11:59 PM prior to the posted closing date.

The primary purpose of the Strategic Prioritization Office of Transportation (SPOT) is to manage the prioritization and evaluation of all capital expenditures subject to the Strategic Transportation Investments (STI) legislation for NCDOT, impacting approximately $2.5 Billion per year. Management of the strategic prioritization process includes collecting, benchmarking, and analyzing external trends, transportation system data, and internal capabilities in order to recommend the prioritization of projects, programs, services, and initiatives that best address infrastructure deficiencies. This strategic prioritization process must be consistent with the STI legislation, should be consistent with the vision, mission and values of the NCDOT, and must include input from key stakeholder groups (such as Metropolitan (MPOs), Rural (RPOs) Planning Organizations), local government advocacy groups, and many other NCDOT units.

The primary purpose of this position is to perform technical analysis, evaluation, and coordination in support of NCDOT’s Strategic Transportation Investments prioritization process for non-highway transportation modes. The position reviews and validates transportation project data, applies established prioritization methodologies, evaluates project information for completeness and consistency, identifies discrepancies requiring resolution, and coordinates with modal partners and project submitters to support accurate and defensible project scoring. The position also provides technical support for prioritization procedures, stakeholder workgroups, and system improvements that support the development of the State Transportation Improvement Program (STIP).
