City of Houston, Engineering and Construction, seeks a licensed professional engineer to lead the design and construction oversight of Facilities CIP projects, including water and wastewater systems.
You will prepare contracts, review plans, attend progress meetings, conduct on-site inspections, and supervise design consultants and contractors. Four years of engineering practice required; Texas PE license preferred; Master’s degree may substitute for up to two years.

Description Of Duties/Essential Functions
Provide technical expertise in the administration and supervision of design and construction of Facilities Capital Improvement Projects such as water and/or wastewater transmission and distribution systems, water purification plants, and wastewater treatment plants.
Prepare and/or review design and construction contracts, plans, specifications, technical reports, cost estimates, invoices and pay estimates, supplemental agreements or appropriations, change orders, request for information and request for council action.
Attend and conduct design/construction progress meetings and on-site field observations/inspections. Supervise and manage design consultants and construction contractors.
Investigate and respond to inquiries from other City of Houston departments, consultants, agencies, contractors and the general public.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Will require standing, walking, and include whatever means necessary to climb stairs and the ability to perform and negotiate field hazards.
This is a Houston Public Works Department position at the Tier III Level.
Minimum Requirements
EDUCATIONAL REQUIREMENTS:
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the (8) eight-hour fundamentals of engineering examination prescribed by the Board.
Experience Requirements
Four (4) years of active practice in engineering work after graduation from an approved curriculum in engineering are required.
Substitution: A Master\'s degree in Engineering may be substituted for up to two (2) years of the above experience requirement.
License Requirements
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; and obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston. May require a valid Texas Driver\'s License and be in compliance with the City of Houston policy on driving. (A.P. 2-2).
PREFERENCES
Preference will be given to applicants with experience in project management, design, and construction. Strong communication skills, both orally and in writing, decision-oriented, problem-solving attitude and computer skills will be preferred. Ideal candidate will have a degree concentration in Civil Engineering
