The City of Houston HAS Infrastructure Division seeks an Engineer focused on Civil Engineering design management. This role reviews, coordinates civil design for airfield, terminals, and landside facilities, ensuring compliance with design standards and project controls.
Candidate must be a Texas-licensed Professional Engineer with a track record in design review, project management, and familiarity with AutoCAD, Bluebeam, and MS Project. On-site work and stakeholder collaboration are expected.

The Infrastructure Division supports the five-star service and safe, secure, and efficient, operation of the three HAS airports. This support is done through effective asset management, project controls, design management, project management, construction management, and commissioning.
The Design Management business unit, of the HAS Infrastructure Division, is responsible for establishing, maintaining, and enforcing HAS design standards. In addition, they act as a resource to other departments assisting in the creation of architectural and engineering projects of all kinds, including demolitions, renovations, and new construction, as required to maintain the airports building assets in optimal condition.
The Engineer is responsible for the Assistant Director, Design Management. This position will have a focus on reviewing and managing Civil Engineering design and will be the subject matter expert in Civil Engineering reviews and assessment of infrastructure assets. Although the focus for this position will be civil construction, this position will assist in managing all design activities for airfield, terminals, and landside facilities and infrastructure. This will be a tier 1 position that may be activated to perform infrastructure assessments as needed.

The Engineer responsibilities of this position include, but are not limited to:
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. Requires the ability to make coordinated gross motor movements in response to changing external stimuli within moderately demanding tolerances; or the ability to make coordinated eye/hand movements on a patterned response space within low tolerance demands with no real speed requirements.
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the Eight-hour fundamentals of engineering examination prescribed by the Board.
Requires registration as a Professional Engineer in the State of Texas.
A specific branch of engineering (such as Civil, Mechanical, Structural, etc.) may be required. May require a valid Texas driver's license and compliance with the City of Houston's policy on driving
Engineers from out-of-state: Must be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas AND obtain their license as a Professional Engineer in the State of Texas within six (6) months from date of hire for continued employment with the City of Houston.
Substitution: A Master’s degree in engineering may be substituted for up to (2) two years of the above experience requirement.
The selection process will involve application review and/or interview. Department may administer skills assessment test.
If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.
