Job summary

The Louisiana Department of Transportation and Development (DOTD) seeks a District 07 Construction Coordinator to oversee construction activities, provide technical support to engineers, and ensure compliant project execution in Calcasieu Parish.

Requires PE license, 2 years licensed experience or 6 years professional engineering, with substitutions for advanced degrees; responsibilities include plan reviews, project coordination, and utility relocation negotiations.

Qualifications

  • Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience.

  • A doctorate degree in engineering will substitute for two years of professional engineering experience.

Responsibilities

  • Reviews plans and other contract documents for projects in the state program to uncover conflicts, errors and omissions.
  • Provides supervision, guidance, training and technical support to multiple district technicians and specialists.
  • Performs reviews on preliminary plans submitted by permit applicants for compliance with LAC Title 70 requirements and overall suitability with the Access Connection Policy.
  • Serves as the Project Engineer on all District Railroad projects.
  • Negotiates relocation activities with utility companies; coordinates pre-construction relocation activities to reduce delays.

The overall function of this position is to serve as a coordinator of construction activities, providing technical expertise and assistance to the District Administrator, ADA of Construction, Lab Engineer, Design Engineer and Project Engineers. Position is located in Calasieu Parish, and reports to the Engineer 8/ADA of Engineering.

While in an official capacity, DOTD employees must comply with applicable Louisiana and Civil Services laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

  • Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
  • Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
  • Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

Job Duties
  • Reviews plans and other contract documents for projects in the state program to uncover conflicts, errors and omissions. Ensures project plans are constructible by reviewing proposed typical sections, phasing, traffic control, and pay item quantities.
  • Provides supervision, guidance, training and technical support to the District Utilities Specialist (Engineering Technician DCL), District Permits Specialist (Engineering Technician DCL), two Engineering Technicians 4 (Permits) and the District Railroad Coordinator (Engineering Technician 5).
  • Performs reviews on preliminary plans submitted by permit applicants for compliance with LAC Title 70 requirements and overall suitability with the Access Connection Policy.
  • Serves as the Project Engineer on all District Railroad projects.
  • Negotiates relocation activities with utility companies; coordinates pre‑construction utility relocation activities in conjunction with the District Utility Specialist to reduce unnecessary delays in project development and letting.
