Job summary

The Planet Group seeks a Senior Civil/Environmental Engineer to develop and maintain SPCC plans for substation facilities in Michigan. You will analyze site drawings, blueprints, and topographical data to ensure EPA 40 CFR Part 112 compliance, and you will perform oil containment calculations using MOSES and CAD tools.

This role requires a Michigan PE license, a Bachelors in Civil Engineering, and the ability to coordinate with internal teams and external agencies to meet regulatory deadlines.

Qualifications

  • Active Michigan Professional Engineer license required.
  • Bachelors degree in Civil Engineering or related field.
  • Strong understanding of civil engineering principles for environmental compliance and infrastructure design.
  • Experience with EPA regulations, especially 40 CFR Part 112.
  • Experience with MOSES spill modeling tool.

Responsibilities

  • Develop, update, and maintain SPCC plans for substation facilities.
  • Analyze site drawings, blueprints, aerial imagery, survey reports, and topographical data.
  • Design and calculate stormwater management and oil containment volumes.
  • Create/ revise facility diagrams using CAD and design software.
  • Perform field investigations to verify SPCC compliance and controls.
  • Maintain records and prepare technical SPCC reports.
  • Collaborate with construction, operations, and environmental teams.
  • Liaise with environmental agencies and participate in audits.
  • Educate internal teams on SPCC procedures and regulatory obligations.
  • Coordinate across business units to align with environmental policies

Job description

  • Active State of Michigan Professional Engineer (PE) license (required for SPCC plan certification and updates).
  • Bachelor’s degree in Civil Engineering or a related field.
  • Proficiency in civil engineering principles related to environmental compliance and infrastructure design.
  • Strong working knowledge of EPA regulations, especially 40 CFR Part 112, and relevant Michigan environmental laws.
  • Experience with spill modeling tools such as the Mineral Oil Spill Evaluation System (MOSES).
  • Skilled in interpreting technical documents and producing accurate engineering drawings.
  • Effective communicator with the ability to work across multidisciplinary teams and external agencies.
  • Detail-oriented with strong organizational and documentation skills.
  • Ability to manage multiple projects and meet regulatory deadlines.

  • Analyze engineering materials including site drawings, blueprints, aerial imagery, survey reports, and topographical data to support SPCC planning.
  • Design and perform calculations for stormwater management and oil containment volumes.
  • Create and revise facility diagrams using CAD and other design software to reflect SPCC requirements.
  • Conduct field investigations and site visits to verify compliance with SPCC plans and ensure implementation of engineering controls.
  • Maintain detailed records and prepare technical reports documenting SPCC compliance activities.
  • Collaborate with construction, operations, and environmental teams to identify and mitigate environmental risks.
  • Serve as a liaison with environmental agencies, respond to regulatory inquiries, and represent the utility during audits.
  • Educate internal teams on spill prevention procedures and regulatory obligations.
  • Ensure coordination across business units to align with federal, state, and internal environmental policies
Must-Have:
  • Mandatory Requirement: Active State of Michigan PE License (Non-negotiable; required for plan review, approval, and legal stamping).
  • Key Skills: Blueprint reading, oil volume calculations, foundational design review for containment, SPCC regulatory awareness (EPA 40 CFR Part 112).
