Job Description And Duties

Join the California Air Resources Board (CARB) as the Supervisor of the Petroleum Oversight and Enforcement Section (POES)!

CARB is seeking a dynamic, driven, and experienced leader to serve as an Air Resources Supervisor I within the Petroleum Oversight and Enforcement Section (POES). This critical role supports California’s air quality and climate protection efforts by overseeing enforcement activities across the oil and gas industry. The Section conducts inspections, investigates violations, supports local air districts, and develops programs that protect public health and reduce greenhouse gas emissions at oil and gas facilities. Under the general direction of the Field Operations Branch Chief (Air Resources Supervisor II), the Air Resources Supervisor I leads a team of six engineers and specialists based in both Northern and Southern California offices responsible for day - to - day inspection, investigation, enforcement actions, litigation support, and related programmatic activities statewide.

The Section oversees enforcement of the following CARB regulations:

• California Oil and Gas Methane Regulation;


• Carbon Capture, Removal, Utilization and Storage Program; and


• Ethanol 15.

Primary responsibilities of the team include:

• Compliance Monitoring and Enforcement: The Section is responsible for monitoring compliance and enforcing current and future non-vehicular climate change regulations developed to reduce climate-altering pollutants. This can include auditing reported data and/or inspecting parties to ensure equipment is operating as claimed or required, and that parties are achieving the emission reductions claimed or required.


• Data Analysis: Analyzing data supplied by California businesses or regulated parties to determine compliance by geographical area, emissions data, and other specific factors that affect compliance rates.


• Collaboration: Developing and maintaining relationships with local air pollution control districts, implementing and monitoring cooperative compliance programs to ensure seamless compliance and enforcement of CARB's climate change regulations.


• Regulatory Support: Supporting the development of new or amended regulations to ensure they are implementable and enforceable.
