Job summary

The Garland Police Department seeks an Encampment Response Coordinator to manage the city’s response to homeless encampments, coordinating with the Garland Police Department to plan removals and cleanup in accordance with city policy and law.

The role tracks costs, maintains data on encampments, conducts outreach to property owners, and supports environmental compliance projects. Strong communication, coordination, and safety focus are essential.

Qualifications

• Associate degree in Environmental Science, Public Administration, Criminal Justice, Emergency Management, Human Services, or closely related field.
• Experience coordinating work activities, responding to complaints, working with contractors or multiple stakeholders, or conducting field inspections.
• An equivalent combination of education and relevant work experience may be considered.

Responsibilities

• Coordinate encampment response from initial complaint through removal and cleanup.
• Plan, schedule, and carry out encampment removals with Police and City departments.
• Direct cleanup crews and contractors on site, ensuring safety and compliance.
• Document compliance efforts, notices, correspondence, photos, and site visits.
• Track costs for labor, contractors, equipment, and disposal to support budgeting and reporting.
• Maintain accurate records and data on encampments; prepare reports for the Director.
• Respond to inquiries by phone, email, or in person; route complaints in the system.
• Present on homelessness impacts and encampment prevention to community groups and audiences.
• Attend council meetings and outreach events to inform on encampment topics.
