Job summary

The Inland Empire Utilities Agency (IEUA) seeks a Human Resources Analyst for Employee and Labor Relations on a two-year limited-term basis. The role supports investigations, discipline, and grievance processes while ensuring compliance with applicable laws and policies.

This position works with leadership, employees, and labor representatives to advance HR initiatives, offers a 4x10 schedule, and is exempt under FLSA. Salary is commensurate with experience and classified as UN 181.

Qualifications

• Four-year college degree in HR, business, public administration, psychology, or related field.
• At least four years of progressively responsible HR experience; ELR in public sector desirable.
• Experience in Employee and Labor Relations in a public agency is highly desirable.

Responsibilities

• Plan, develop, and implement complex ELR programs and investigations.
• Advise management on employee relations matters and policy interpretation.
• Support grievance resolution and dispute management; ensure legal compliance.
• Collaborate with internal teams and external partners to deliver coordinated ELR programs.
