Position Summary

We are seeking an Emerging Threats Portfolio Manager to build, scale, and lead a portfolio of work across national security and complex risk environments, primarily within DoD/DoW, DHS, and related agencies. This builder role supports pipeline development, manages capture, converts it into revenue, and delivers high-impact work, shaping work before it exists, winning it, and leading it with a strong team.

What You'll Do
Build & Grow a Portfolio
  • Working with our Business Development team, establish and grow a book of business within DoD/DoW, DHS, and adjacent mission spaces
  • Inform a qualified pipeline with clear ownership of growth targets
  • Convert opportunities into wins, including new work and expansion efforts
Drive Business Development & Capture
  • Shape opportunities pre-RFP through direct client engagement
  • Build relationships with decision-makers and partners
  • Lead or support capture, including positioning, teaming, and solutioning
Deliver High-Impact Work
  • Lead execution across a portfolio, ensuring strong client outcomes, quality, and margin
  • Serve as a trusted advisor in high-consequence environments
Deliver Integrated Solutions Across
  • Planning
  • Training & workforce development
  • Exercises tied to measurable improvement

Location
  • Must be based in the Washington, DC / National Capital Region
  • Hybrid; most work is remote with regular in-person client engagement
  • Travel outside of the National Capital Region is approximately 10%
Must-Have Qualifications
  • 10+ years supporting DoD/DoW, DHS, or aligned federal missions
  • Experience contributing to or leading pipeline development and capture
  • Proven ability to build client and partner relationships
  • Experience leading complex program delivery (scope, budget, staffing)
  • Ability to obtain a Top Secret security clearance
Nice-to-Have Qualifications
  • Prior management of a portfolio of projects with DHS and/or DoD/DoW related to CONSTANT's mission, capabilities, and targets
  • Proficiency with ERM and CRM tools
Compensation & Incentives
  • Base salary: $140,000-160,000
  • Performance-based bonus with meaningful upside tied to revenue generation, portfolio growth, and delivery outcomes
