Xcel Energy is seeking an Emergency Response Program Manager to oversee the company’s emergency response program, ensuring plan lifecycle management, risk assessments, training, drills, and corrective actions across facilities and emerging generation technologies.

The role partners with Operations Managers to sustain enterprise response capabilities, while ensuring alignment with safety and engineering leadership. A strong background in ICS/NIMS and utility operations is essential.

Qualifications

• Bachelor’s degree in engineering, science, emergency management, or business-related field is required.
• Ten years of progressive experience in emergency preparedness, electric utility operations, or incident management is required.
• Strong knowledge of utility operations and ICS/NIMS; Certified Emergency Manager (CEM), PMP, or similar credential preferred.

Responsibilities

• Govern fleet emergency-preparedness standards, procedures, records, and annual work plan; coordinate annual EAP reviews and integrate results into plans, training, exercises, and mitigation actions.
• Provide technical leadership to site Emergency Plan stakeholders, lead process improvements, and manage major emergency-planning projects through design and implementation.
• Apply advanced emergency-planning expertise to resolve issues, define methods, and improve program approaches across related assignments.
• Establish preparedness metrics, assess program performance, report risks and lessons learned, and track corrective actions to closure.
• Support emergency-planning needs for acquisitions, new builds, technology changes, and construction-to-operations handoffs.
• Define role-based NIMS/ICS training requirements and maintain completion records.

Position Summary

The Emergency Response Program Manager governs the emergency response program, including plan lifecycle management, hazard and risk assessments, training, drills, and corrective actions. The role partners with Operations Managers to maintain site Emergency Action Plans for existing facilities and develop plans for renewables and emerging generation technologies. It also works with internal and external stakeholders to strengthen and sustain enterprise response capabilities. This program role does not replace site operational command or the technical authority of Safety, Environmental, Security, or Engineering.

Essential Responsibilities

• Govern fleet emergency-preparedness standards, procedures, records, and annual work plan. Coordinate annual EAP reviews, lead all-hazards assessments, and integrate results into plans, training, exercises, and mitigation actions.
• Provide technical leadership to site Emergency Plan stakeholders, lead process improvements, and manage major emergency-planning projects through design and implementation.
• Apply advanced emergency-planning expertise to resolve issues, define methods, and improve program approaches across related assignments.
• Establish preparedness metrics, assess program performance, report risks and lessons learned, and track corrective actions to closure.
• Support emergency-planning needs for acquisitions, new builds, technology changes, and construction-to-operations handoffs.
• Define role-based NIMS/ICS training requirements and maintain completion records.
• Participate in external emergency-planning forums, represent the fleet as a subject matter expert, and support related training.

Minimum Requirements

• Bachelor’s degree in engineering, science, emergency management, or business-related field is required.
• Ten years of progressive experience in emergency preparedness, electric utility operations, or incident management is required.
• Strong knowledge of utility operations and ICS/NIMS required. Certified Emergency Manager (CEM), PMP, or similar advanced credential preferred.

Preferred Experience & Skills:

• Experience developing or governing emergency response programs across multiple sites, asset types, or operating companies.
• Experience supporting emergency response for conventional thermal generation plants, renewable generation, emerging technologies, or new builds.

Non-Bargaining
