Job summary

State of Washington Dept. of Social and Health Services (DSHS) — Office of Emergency Management — seeks an experienced Response Manager to develop and implement emergency response plans and to lead activations of the Emergency Coordination Center at DSHS HQs in Olympia.

You will guide cross-agency collaboration, provide policy direction, and lead the volunteer Emergency Response Team to raise readiness across the agency.

Qualifications

• Requires a baccalaureate degree and five years of experience in emergency management.
• Five years’ experience applying DHS training doctrines, concepts and principles.
• Incident Command System 300 and/or 400 training or equivalent FEMA-recognized instruction.
• Working familiarity with DSHS organization, programs, mission essential functions, and business environment.

Responsibilities

• Plan, organize, and participate in HQ-level DSHS emergency response operations.
• Provide reliable, professionally sound guidance related to emergency response at the enterprise level.
• Establish cooperative relationships with executive leadership and external partners to support emergency response initiatives.
• Develop and inform DSHS policies related to emergency response, training, testing, and exercising.
• Provide situational awareness reports using GIS and advise the director on related actions.
• Develop tactical actions to support effective emergency response and disasters.
• Conduct tests and exercises for relevant communication systems.
