Job summary

International Executive Service Corps seeks an Emergency Preparedness (EP) Subject Matter Expert to provide part-time support (up to 29 hours per week) to NAVSEA 04 in developing, maintaining, and improving emergency preparedness and crisis-response capabilities.

The EP SME will travel to SEA 04 headquarters at the start to coordinate with stakeholders, set goals and deliverables, and create a timeline for required products, with additional travel as needed for meetings, training, and operations.

Qualifications

• Experience in casualty response procedures for naval operations.
• Proven ability in emergency planning and radiological incident response.
• Experience developing and maintaining emergency response plans and training programs.
• Strong leadership of large technical teams in complex environments.
• Excellent written communication and reporting skills.
• Ability to coordinate across Navy organizations and shipyard commands.

Responsibilities

• Develop, compile, and maintain emergency preparedness products for NAVSEA 04 crisis response readiness.
• Assist SEA 04 in establishing requirements and training program guidance.
• Develop and review training materials, SOPs, and procedures.
• Deliver training sessions and interim/final program reports.
• Maintain documentation repositories and contact/recall lists.
• Coordinate with SEA 05, SEA 09, SEA 00R EM, SEA 00C, SEA 00D and others for interoperability.
• Attend meetings (virtual or in-person) and provide status updates.
• Travel as needed to support meetings, training, and operations.
• Work under general supervision while managing multiple tasks.
