Job summary

The City of Baltimore Office of Emergency Management seeks an Operations Section Chief to lead the OEM team as a non‑benefit contractual position. Requires a bachelor’s degree in a relevant field and at least 3 years in related work; a advanced degree and 4+ years in emergency response are preferred.

Strong project management and communications skills are essential. The role involves supervising the Duty Officer Program, coordinating with fire, EMS, and other responders, and guiding community

Qualifications

• Bachelor’s degree in public administration, public policy, political science, public health, emergency management, planning, or related field.
• Internship‑level experience in public policy/administration or emergency management or related fields.
• Excellent analytical, written and oral communication, organizational, and problem‑solving skills.
• Advanced degree and 4+ years in emergency response and staff supervision are desirable.
• Valid Maryland driver’s license is required.

Responsibilities

• Work rotating shifts, including weekends, evenings and holidays.
• Supervise the Duty Officer Program for major disasters and ensure on‑call staffing.
• Train OEM staff in hazardous materials handling and disaster protocols.
• Receive weather warnings and take preparatory actions.
• Respond to major incidents and assist with triage, patient transfer and interagency coordination.
• Develop and maintain relationships with fire, EMS and other responders.
• Ensure decontamination of vehicles, equipment and personnel.
