The University of Baltimore seeks an Emergency Management Specialist in Howard County, MD to support county-wide all-hazards planning, outreach, training and exercise efforts under a contingent fixed-term contract.

You will report to the Director at UBalt and coordinate with county leadership; requirements include a Bachelor’s degree and 3 years of relevant experience; Master’s degree preferred with 2+ years; strong writing, public speaking, planning and project management skills; extended hours

Qualifications

• Bachelor’s degree required; 3 years of professional emergency management or related public policy experience.
• Preference for Master’s degree and 2+ years of emergency management experience.
• Exceptional writing and communication skills; ability to work with diverse stakeholders.

Responsabilités

• Apply emergency management principles to planning, outreach, training, and exercise work.
• Analyze trends, develop policies, and draft technical documents and RFPs.
• Coordinate with county and regional partners; support EOC activations as needed.
• Manage projects funded by grants; monitor timelines and deliverables.
• Provide administrative and program support across multiple functional areas.
